F.C.C.'s Powell Chooses Disney Exec as Chief of Staff

WASHINGTON - New Federal Communications Commission
Chairman Michael Powell on Thursday named Walt Disney Co.
executive Marsha MacBride as the agency's new chief of staff.
        MacBride served as a vice president in Disney's Washington
office, which was heavily involved in lobbying the FCC to place
strict conditions on the America Online-Time Warner combination
which was concluded earlier this month.
        She has served in various capacities at the FCC for roughly 10
years, including as a legal advisor to Powell on mass media and
cable television issues. She was also executive director of the
agency's task force of the Year 2000 conversion.
        ``As chief of staff, she will be exercising her wonderful
management and people skills that were so instrumental in our
successful Y2K effort,'' Powell said in a statement.
        Powell, a Republican, was named on Monday by President
George W. Bush as chairman of the five-member panel. He
succeeds William Kennard, a Democrat, who stepped down last
week as the Clinton presidency came to an end.
        Powell has been on the FCC as a commissioner since late
1997. The panel is typically split three to two in favor of the political
party that holds the White House.
        Disney urged the FCC, as well as antitrust authorities, to require
AOL-Time Warner to allow consumers access to whatever content
they choose regardless of the provider and not limit the interactive
nature of content from rival companies.
        The FCC and Federal Trade Commission approved the
combination with conditions, including one by the FTC that prevents
the new company, now AOL Time Warner Inc., from interfering with
content from rival providers.
        In the FCC's review of the mega-merger, Powell voted in favor
of allowing it to go forward but was in the minority opposing
conditions on opening up advanced instant messaging services and
providing access for Internet service providers to Time Warner
cable lines.
        MacBride joined the FCC in 1991 as an attorney in the mass
media's enforcement division and received her law degree from
George Washington University School of Law.
