It was Teddy Roosevelt, the Rough Rider, who said, "Walk softly and carry a big stick." It's such a good quote, you may have wished you'd said it yourself. Roosevelt's renowned international diplomacy, which earned him the Nobel Peace prize in 1906, laid the foundation for what became known as the 'American Century'. He became vice-president under William McKinley in 1900, and ascended to the presidency the following year, when McKinley was assassinated. This has vulgar poignancy, when you consider a bill introduced in the first session of the 107th Congress, entitled "Terrorist Elimination Act of 2001". The bill seeks to nullify past Presidential Executive Orders "which severely limit the use of the military when dealing with potential threats against the United States of America." The remedy that this bill suggests is so shocking, you'd expect to find on the Internet backwaters that discuss conspiracy theories: the United States government should target individuals for assassination. "As the threat from terrorism grows, America must continue to investigate effective ways to combat the menace posed by those who would murder American citizens simply to make a political point... "Actions by the United States Government to remove such persons is a remedy which should be used sparingly and considered only after all other reasonable options have failed or are not available..." How such a scenario might be executed -- by a government of the people, by the people, and for the people -- isn't quite clear. Do they shoot first, and hold a press conference later? Or, perhaps it's an act of war? Roosevelt's policy regarding international diplomacy was unambiguous. The United States would attempt to negotiate a peaceful settlement, and failing that, protect its interests with the use of military force. The Terrorist Elimination Act of 2001 sounds like a policy of desperation, the wringing of hands over a world gone wrong. The bill has been introduced for hearing by committee, prior to action on the floor by the House of Representatives.
