August 8, 1999 U.S. May Try to Curb Diamond Trade That Fuels African Wars Forum Join a Discussion on Africa in Transition By RAYMOND BONNER WASHINGTON -- Concerned that diamonds are financing and perpetuating wars in Africa, the Clinton administration is considering actions aimed at halting the illicit-diamond trade, administration officials say. [Note so Canadians will now go to war??? and end up like Angola with the DeBeers Machine.....] The flow of uncut diamonds from rebel-held mines to market centers around the world -- valued at hundreds of millions of dollars a year -- is keeping rebel armies in Angola, Congo and Sierra Leone supplied with tanks and assault rifles and even uniforms and beer, U.S. and European officials say. [Saba Note - now here is the bigest crock of all.....so now comes Clinton like Jesse Jackson to save Africa from themselves-----wanting to stop endless killing like Israelie peace efforts - only diamonds end up in Israel] Control of these mines has been an obstacle to peace efforts in African hot spots, and officials hope that by cutting off the gray-market diamond trade they can also choke off the flow of arms, stop the endless killing and hasten peace efforts. Diamonds are not the only way in which rebels pay for weapons, but experts in Africa and the trade say cutting it off would have a substantial impact. [Good thing they do not have a potato or potatoe crop to worry about as did the Irish once) The administration is likely to propose a global marketing system, by which diamond sales must be accompanied by documents declaring the source of the precious stones and their destination. The largest weapons pipeline into Africa is controlled by Russian organized crime figures who work with diamond brokers, U.S. and European officials say. **************************** In the last eight years, the Angolan rebel organization, known as Unita, has raised $3 billion to $4 billion from diamond sales, according to a recent report by a U.N. committee on Angolan sanctions. An arduously worked-out peace accord for that country collapsed late last year. [Who bought these diamonds.......read 1974 book entitled WHO IS MURDERING ANGOLA.] The brutal war in Sierra Leone, which left thousands maimed and mutilated, was prolonged by at least 18 months because of the ability of the rebels to quickly trade diamonds for arms, an administration official said last week. [Think they had diamonds at Waco.....that is why they got incinerated] At the middle levels of the State Department, the African diamonds-for-weapons trade has been under study for several years. But the problem has not penetrated more senior levels because wars in Africa are not generally seen as affecting America's strategic interests. [Enter Israel and USA's Kissinger????] Now, after an intelligence study, which had been slow in coming, illustrated how the trade works to perpetuate rebellion in Africa, top administration officials appear to be ready to back a plan that would try to regulate the diamond trade. Exactly how such a marketing regime would be implemented in various African nations and European diamond centers is undecided, officials say. It could take the form of a U.N. program, a multilateral treaty or a voluntary agreement within the diamond industry. It appears to be an idea that is gaining support outside government channels. Human rights organizations, including those that led the campaign to ban land mines, are now talking about a public education campaign aimed at highlighting the diamonds-for-weapons trade. A spokesman for the world's largest diamond company, DeBeers Consolidated Mines Ltd., said in an interview that it would support tighter controls on the trade. DeBeers, which controls about 70 percent of the world's diamond sales, views the growing flow of illicit diamonds as a potential threat to its ability to influence prices. Its support would surely be welcomed by the administration, which had expected DeBeers to resist any move to regulate the market since the company has done quite well under the current system. -[When did Israelies get into the marketing of billions of dollars in diamonds............and they are on our welfare system........they form a diamond cartel maybe.....] DeBeers has repeatedly maintained that it does not buy illicit diamonds, a claim that U.S. and British officials dispute. "We're all for it," a DeBeers spokesman in London, Andrew Lamont, said about any proposal that the administration might advance to strengthen controls on the trade. "It suits our interests," he added. "The illicit trade only serves to destabilize the market." Lamont added that he thought the countries of southern Africa whose economies are heavily dependent on diamond sales -- Botswana, Namibia and South Africa -- would also welcome more stringent controls on the trade. And Belgium, which has resisted entreaties from the Clinton administration to crack down on the gray-market diamond merchants, appears to be changing its attitude. In Antwerp, the diamond trading center of Europe, officials have asked for help from U.S. law enforcement agencies to combat the growing power of Russian organized crime figures, who launder money through diamond merchants, according to U.S. officials in Brussels. The diamond trade, which is highly secretive and governed by informal arrangements, has been difficult to regulate. A U.N. embargo against buying diamonds from Unita, the Angolan rebel movement, has been largely ineffective. "Diamond revenues constitute the essential component of Unita's capacity to wage war," Robert R. Fowler, Canada's ambassador to the United Nations, wrote in a recent report to the Security Council. The Clinton administration is reluctant to talk publicly about what steps it is considering to curb the diamond trade in order to avoid the perception that a regulatory regime would be imposed on African states by the powerful West, said an administration official who spoke on the condition of anonymity. Britain is also supportive of tighter controls and is working with the administration on proposals, U.S. and British officials said.
