St. Louis Election Board finds suspect registration cards

The St. Louis Election Board on Monday discovered that 3,000
voter registrations that came in on the deadline last week for
the March 6 primary could be bogus. The board will hold a special
meeting to call in the circuit attorney for a criminal
investigation.

The U.S. Attorney's office, the St. Louis Circuit Attorney and
the St. Louis Police Department have already been alerted to the
problem.

Among the voters registered fraudulently: Albert "Red" Villa, a
veteran city alderman who died in 1990. The 3,000 registration
cards appear to be filled out by two people who initialed the
cards with either "M.T." or "M.R."

In addition, those two people filled them out and then allegedly
forged the voters' signatures, said the election board's
directors - Republican Kevin Coan and Democrat Keena Carter. They
have already determined that 500 of the cards were forged.

"Whoever did this knows we now have a limited time to process
these and they're hoping they get through even though they are
bogus," Coan said. "We have a responsibility to protect the
integrity of the voting process. We're required by law to act on
these and we have to verify that these people are who these cards
say they are."

Election board workers spent Monday morning calling the names on
the cards trying to determine if they had registered. Nearly
every person contacted said they had not.

It also appears that whoever filled out the voter registration
cards used a street directory or phone book to find the residents
to register, said the election officials. They came to that
conclusion after reviewing the cards and determining that the
card numbers are in consecutive order and the voters registered
were listed for the same street with each address following in
consecutive order.

The majority of the addresses were located on James "Cool Papa"
Bell and Dodier streets in the northern portion of the city. The
directors' suspicions were bolstered by the ages placed on the
voter's registration cards that were incorrect.

"They're just using a criss cross or phone book and they don't
know the date of birth, so they're just making it up," Carter
said. "We've got cards here where the voters are already
registered and the new cards show the persons name wrong with a
forged signature."

Most problematic, the directors said, is that when someone
registers a voter bogusly and the actual voter is already
registered to vote, it could harm the actual voter's chance to
vote.

The Board of Elections will vote on the problem and ask for a
criminal investigation immediately, the directors said.
