Used tissues litter the roadways. Uncaring people blow their noses - and toss the used tissues away...on the roads, sidewalks, even buses, trains and planes. 5 cents a tissue seems reasonable to me. Blow your nose and put it in your pocket....take it back to the store for your 5 cent deposit. Not only will this clean up our countryside but will give the homeless and bored teenages something to do to make a few extra bucks. They can scour the countryside and pick up used tissues, earn some money, and do some social good in the process. On the other hand, lets address the REAL PROBLEM which is toilet paper. Tons of used toilet paper are flushed into our waterways every day!! Obviously 5 cents a sheet is a reasonable deposit for toilet paper.
