As a scandal over the toxicity of depleted uranium munitions fired by the U.S. in Kosovo continues to strain NATO and as European nations including Russia, France and Germany race to strengthen economic and military ties, a worsening US economic picture is causing financial leaders around the world to look for both cushions and opportunity.
