THE MILKEN PARDON THAT WASN'T


THE question of whether it was confusion or criminality fueling
Bill Clinton's last-minute pardons gets only harder to answer as
the scandal spreads. For example, one of my most reliable sources
reports that on the morning of Jan. 20, many of the influential
people who had written in support of former Wall Street titan
Michael Milken were called by White House staff and told his
pardon had been approved by Clinton.

My source isn't absolutely certain of one part of the story,
which has Clinton himself delivering the good news to at least
one of Milken's backers. Whatever, the Justice Department
apparently heard of the calls being made, and hastily informed
the White House that the pardon had been denied.

It would appear that Clinton then backed off, at the very last
moment. (As I wrote at the time, it seemed Clinton was willing to
go to bat for only one financier - and he chose fugitive Marc
Rich over Milken, a man who did his time, paid his fines and has
engaged in charitable works for most of his life.)

The scandal isn't going away and engulfs more people each day. At
The New York Times, for example, editors are still trying to
figure out how Clinton's error-studded "explanation" on Sunday's
Op-Ed page got past the fact-checkers.

Particularly galling to Timesmen is the fact that it was the
White House itself that called in the late-edition changes to
Clinton's screed. Until then, the Times' presses were running
full steam ahead with the former president's false assertion that
GOPer Len Garment, among others, had worked on the Rich pardon.
Garment, in fact, had issued a statement denying this three days
before the Times opened its columns to Clinton.


Bill's 'family' concerns


SEVERAL security guards at the Hilton party following the HBO
"Sopranos" screening Wednesday night said they'd been alerted
that big fan Bill Clinton would be attending. Perhaps the
revelations that day about his brother-in-law caused him to
cancel. Pity, because another big fan of the series, Mayor Rudy,
was there. Giuliani, one of Bill's harshest critics, could have
been moved to perform a citizen's arrest in the ballroom.

Will Bill, Hill get silly grill?

THE question exercising the City Hall press corps today is
whether Bill and/or Hill will accept the invitation to attend the
annual Inner Circle dinner at the Hilton a week from tomorrow.
You'll recall that Hillary endeared herself to the media by
attending last year's roast and putting up with a lot of gibes
about her husband's extramarital deeds.

Bill might be wise to follow her course and enter the lion's den.
But he could find himself playing second fiddle to Rudy Giuliani,
who'll be making his last starring Inner Circle appearance. Rudy
in the past has ridden a motorcycle and worn a dress and is said
to be pulling out all stops to make this night truly memorable -
but thoroughly decent, of course.
