Petition to Congress Assembled

Subject: A return to our guaranteed Constitutional Republic form of
government and strict enforcement of constitutional guidelines.

PETIONER: WE, THE PEOPLE

The United States Supreme Court ruled in "Norton v. Shelby" (118 US 423): "An
unconstitutional act is not law. It confers no rights, it imposes no duty, it
affords no protection, it creates no office."

There is no Constitutional authority for the federal government to pass laws
concerning personal arms, local environment, personal vehicles, food,
toilets, water, drugs, farming, and a few hundred other things it is involved
in regulating. Congress has wrongly assumed its own authority in complete
disregard of the Constitution and Bill of Rights.

WE, THE PEOPLE find Congress in gross violation of your oaths of office: "I
do solemnly swear (or affirm) that I will support and defend the Constitution
of the United States against all enemies, foreign and domestic; that I will
bear true faith and allegiance to the same; that I take this obligation
freely, without any mental reservation or purpose of evasion; and that I will
well and faithfully discharge the duties of the office on which I am about to
enter: So help me God."

WE, THE PEOPLE declare the members of Congress Assembled have become the
domestic enemy and no longer represent the will of WE, THE PEOPLE in a
constitutionally-limited Republic as guaranteed in the legally-binding
contract known as the Constitution of the United States of America.

WE, THE PEOPLE hereby demand Congress abide by your Constitutionally-limited
duties. To wit:

ARTICLE I

Section 8

Clause 1
The Congress shall have power to lay and collect taxes, duties, imposts, and
excises, to pay the debts and provide for the common defense and general
welfare of the United States; but all duties, imposts, and excises shall be
uniform throughout the United States:

Clause 2
To borrow money on the credit of the United States;

Clause 3
To regulate commerce with foreign nations, and among the several states, and
with the Indian tribes;

Clause 4
To establish a uniform rule of naturalization, and uniform laws on the
subject of bankruptcies throughout the United States;

Clause 5
To coin money, regulate the value thereof, and of foreign coin, and fix the
standard of weights and measures;

Clause 6
To provide for the punishment of counterfeiting the securities and current
coin of the United States;

Clause 7
To establish post offices and post roads;

Clause 8
To promote the progress of science and useful arts, by securing for limited
times to authors and inventors the exclusive right to their respective
writings and discoveries;

Clause 9
To constitute tribunals inferior to the Supreme Court;

Clause 10
To define and punish piracies and felonies committed on the high seas, and
offenses against the law of nations;

Clause 11
To declare war, grant letters of marque and reprisal, and make rules
concerning captures on land and water;

Clause 12
To raise and support armies, but no appropriation of money to that use shall
be for a longer term than two years;

Clause 13
To provide and maintain a navy;

Clause 14
To make rules for the government and regulation of the land and naval forces;

Clause 15
To provide for calling forth the militia to execute the laws of the union,
suppress insurrections, and repel invasions;

Clause 16
To provide for organizing, arming, and disciplining the militia, and for
governing such part of them as may be employed in the service of the United
States, reserving to the states respectively, the appointment of the
officers, and the authority of training the militia according to the
discipline prescribed by Congress;

Clause 17
To exercise legislations in all cases whatsoever, over such district (not
exceeding ten miles square) as may, by cession of particular states, and the
acceptance of Congress, become the seat of the government of the United
States, and to exercise like authority over all places purchased by the
consent of the legislature of the state in which the same shall be, for the
erection of forts, magazines, arsenals, dock-yards, and other needful
buildings; And

Clause 18
To make all laws which shall be necessary and proper for carrying into
execution the foregoing powers, and all other powers vested by this
Constitution in the government of the United States, or in any department or
officer thereof.

In particular, WE, THE PEOPLE find Congress Assembled to have greatly
exceeded your authority granted by the several States and WE, THE PEOPLE
under Article I, Section 8, Clause 17 of the Constitution of the United
States. You have infringed upon the sovereignty of the several States and WE,
THE PEOPLE regarding our public lands.

WE, THE PEOPLE find Congress Assembled in blatant disregard of the entire
Bill of Rights and as such, in breach of contract with WE, THE PEOPLE. We
therefore demand all statutes in the US Code pre-dating 1960 be immediately
sundowned and all statutes post-dating 1960 be reviewed for strict
constitutionallity. Those statutes not meeting constitutional guidelines are
to be immediately declared null and void, per the United States Supreme Court
decision in "Norton v. Shelby" (118 US 423): "An unconstitutional act is not
law. It confers no rights, it imposes no duty, it affords no protection, it
creates no office."

We further stipulate that no Bill may be longer in length than the
Constitution and may contain no amendments or riders not pertaining to the
main subject of the Bill. Omnibus Bills are to be outlawed and each member of
Congress voting for a Bill must swear before a notary they PERSONALLY have
read the Bill, understand its ramifications and attest to its
constitutionallity. Any member of Congress found to consistently violate this
stipulation is to be removed from office and fined to the full extent
permitted by law.

Should Congress Assembled fail to act, WE, THE PEOPLE declare the contract
known as the Constitution of the United States null and void. We remind you
of the following words from the Declaration of Independence and reserve unto
ourselves the right to call for a Constitutional Convention disolving the
present federal government and to make new alliances of the several States of
our own choosing, more representative of the Constitutional Republic WE, THE
PEOPLE fought and died to achieve and preserve for posterity.

"WHEN in the Course of human Events,

it becomes necessary for one People to dissolve the Political Bands which
have connected them with another, and to assume among the Powers of the
Earth, the separate and equal Station to which the Laws of Nature and of
Nature's God entitle them, a decent Respect to the Opinions of Mankind
requires that they should declare the causes which impel them to the
Separation.

WE hold these Truths to be self-evident, that all Men are created equal, that
they are endowed by their Creator with certain unalienable Rights, that among
these are Life, Liberty and the Pursuit of Happiness -- That to secure these
Rights, Governments are instituted among Men, deriving their just Powers from
the Consent of the Governed, that whenever any Form of Government becomes
destructive of these Ends, it is the Right of the People to alter or to
abolish it, and to institute new Government, laying its Foundation on such
Principles, and organizing its Powers in such Form, as to them shall seem
most likely to effect their Safety and Happiness. Prudence, indeed, will
dictate that Governments long established should not be changed for light and
transient Causes; and accordingly all Experience hath shewn, that Mankind are
more disposed to suffer, while Evils are sufferable, than to right themselves
by abolishing the Forms to which they are accustomed. But when a long Train
of Abuses and Usurpations, pursuing invariably the same Object, evinces a
Design to reduce them under absolute Despotism, it is their Right, it is
their Duty, to throw off such Government, and to provide new Guards for their
future Security. Such has been the patient Sufferance of these Colonies; and
such is now the Necessity which constrains them to alter their former Systems
of Government."
