If a criminal robs a bank and the safe is empty does that mean he isn't a
thief?  Perhaps, Bush would have won the election legally and democratically,
but he chose to take the election without regard to the voter count or civil
rights.  
Of all the goals and assertions Bush has made during his presidency - none
have addressed election reform.
