This Admiral Crowe's partner was with Battelle - Crowe involved in this
Anthrax vaccine - these seem like conflicts; but, I do know this -
Battelle engaged in bacteria warfare material and as I understand it in
the 70 period, had an entire floor dedicated to same.
Some of the engineers I knew with Battelle years ago were not the
brightest people in the world - so connections to Crowe and Battelle -
Battelle has been in on this stuff from the start.
