Disruptions Expected At Quebec Meeting; Bush To Attend

MONTREAL, April 18, 2001 -- Canadian police have seized explosives, smoke
bombs and gas masks from a group that planned to attend an upcoming global
trade meeting in Quebec City, adding to concerns that anti-globalization
protesters will stage violent disruptions at the meeting.
President George W. Bush is scheduled to attend the "Summit of the
Americas" meeting to press a proposal for a free-trade zone spanning the
Western Hemisphere.
Police in the province of Quebec predict that between 10,000 and 20,000
protesters are expected to flock to Quebec City for the summit this weekend.
Organizers have been hoping to prevent the sort of disturbances that
occurred at the World Trade Organization meeting in Seattle in 1999. About
6,000 police and 1,200 military will be on hand.
The alarm level was raised this week when police arrested six people, all
in their 20s, consisting of a Canadian army reserve member, an active
member of the Canadian military and students.
Among the charges that the group faces are theft and possession of
explosive devices, conspiracy to commit mischief and endangering life.
Police say that they were carrying smoke bombs, gas masks, shields,
baseball bats and other items.
"The group was very well-structured, and it had a plan to break the
perimeter and affect security in some way," said Mike Gaudet, a spokesman
for the Royal Canadian Mounted Police.
A spokesman for police in the Quebec province, Robert Poeti, said that the
explosive devices that the group was carrying could have done a lot of damage.
The arrests were made Tuesday and Wednesday in Laval, Montreal, and in a
small town just outside of Quebec City. Police have a search warrant out
for a seventh suspect.
"There are groups that are prepared. There are groups that are planning
very specific action, from what we know," said Florent Gagne, head of the
Quebec provincial police. "I think we have to be realistic and look at what
has happened in other cities."
Organizers of protests in Seattle in 1999 and members of anarchist fringe
groups are expected to be among the thousands of demonstrators at the
summit, where leaders of 34 countries will work toward a free-trade deal.
