SUPREME SHAKEUP:
BUSH WHITE HOUSE PLANS FOR TWO HIGH COURT RETIREMENTS;
LUTTIG CONSERVATIVE FRONTRUNNER,
GONZALES 'EASY CONFIRMATION'

President's Bush's senior legal team is planning for the possibility
that two -- repeat two -- Supreme Court justices may retire this summer,
the DRUDGE REPORT has learned.
The White House counsel's office has developed the contingency plan,
according to sources, just as Justices Sandra Day O'Connor, 71, and John
Paul Stevens, 81, are believed to be in a race to be first to step down
from the bench.
The possible historic Supreme Court shakeup could easily develop into
Washington's top intrigue this summer, with Bush staffers already
divided along ideological lines over potential nominees.
LUTTIG VS. GONZALES
Federal appeals court Judge Michael Luttig has emerged as the top
conservative pick, with influential White House staffers moving their
chips on the 46 year old from the 4th Circuit, according to sources.
The soft-spoken and congenial Luttig served as a law clerk to Antonin
Scalia and Warren Burger and headed the Justice Department's Office of
Legal Counsel -- a post previously occupied by Chief Justice William
Rehnquist and Scalia.
Judge Emilio Garza of Texas is a tight race with Bush's own White House
Counsel Alberto Gonzales, 45, for a first-ever Latino nomination.
"We might be looking at another 'Cheney situation,'" said an insider of
a scenario which would make Gonzales the nominee after Gonzales himself
leads a candidate search.
"Gonzales would sail through confirmation hearings," predicted a senior
White House staffer. "But to be perfectly frank, he does not ignite the
passions of people close to the president like Judge Luttig does. I
hope we do get two runs at it this summer!"
