"One of the things they're developing is whether he had some kind of special relationship with China, where he could get things out of China very cheaply," said Ed Hayes, whose client Garland Lincecum has accused Roger of trading a promised pardon from his brother for $235,000. Hayes revealed the bizarre new wrinkle in U.S. Attorney Mary Jo White's Pardongate probe in an interview with WABC Talk Radio's John Batchelor and Paul Alexander. The information on Roger's China connection is said to have come from Dickie Morton, a partner in Roger's now defunct company CLM, who allegedly "told people that they could get building materials out of China very cheaply." "We're not talking about highly complicated, technical things," said Hayes. "We're talking about things like dry wall cement." The arrangement allegedly gave Roger's company access to Chinese building materials at below market costs, which he could resell in the U.S. at a substantial profit. "The issue is, was (the Chinese government) giving Roger something for a nickel that, even in China, would have cost 20 cents because they wanted to do something nice for Roger Clinton?" Hayes explained. "The point was that Roger Clinton said he had connections at the top of the Chinese government. And that they could get him these things cheaply." Morton and another Clinton partner George Locke would do the selling, Hayes said, while Clinton stayed in California. "We do know of at least one trip Locke and Morton made to China," Batchelor confirmed with the lawyer. The new information on Roger Clinton's China connection is reminiscent of reports about his older brother's ties to Little Rock restauratuer, Charlie Trie, noted Hayes. "It does raise the issue.... (The Clintons) have a lot of Chinese connections." In April the Wall Street Journal's John Fund reported that probers had discovered Roger's company had approximately $30 million in its accounts at one time, though company records showed very little evidence of any business activity. Hayes said Roger has still not officially invoked his Fifth Amendment right against self incrimination, despite failing to appear before a federal grand jury in New York when subpoenaed on April 27. Clinton is apparently trying to drag the process out as long as possible. "There's about 8,000 things he doesn't want to talk about," said Hayes. "And if he talks about them he's going to get in trouble." Still, despite the delaying tactic the investigation is moving "quickly," he said, with his own client expected to testify before the Pardongate grand jury in the coming weeks.
