Given my own experience with Harvard Endowment in low
income housing, I am inclined to believe the tenants. Harvard also invests
in a private investment fund that has a strategic investment in the most
important contractor (DynCorp) to the Department of Justice and HUD
enforcement operations for federal housing and the War on Drugs in low
income communities. They are very active in seizures in poor communities.
Historically, federal enforcement has been quite heavy handed in protecting
Harvard's investment interests, indeed in a manner that is harmful for the
taxpayers.
