I'll venture a guess based on my own experience that this is business as
usual, to a greater or lesser extent, in most military units.

There are various reasons for this, none of which the general public
understands, or for that matter, wants to understand.

Command officers, in order to get the necessary promotions to continue their
military career, must have their underlings achieving perfect (or better)
job performance reviews, and every inspection of records must be absolutely
perfect, all this in a world that in reality is not perfect. In the 1970s,
by the time a soldier reached the rank of sergeant (E-5), the average
performance review was over 100% and went up as the rank got higher.
Impossible? Just think of it as an A+ or extra credit.

Those who don't advance to at least major in a specified number of years are
riffed (reduced to enlisted rank or mustered out). In part that is why there
are so many E-6s just putting in their time until retirement.

When I was asked (told) to reconstruct files of daily reports months after
the fact I was aghast. But the alternative was a failed inspection and
disaster for my CO, a captain who badly needed a good record (but who got
riffed in the end anyway).

But the civilian world will strut its indignance while ignoring its own
institutionalized fraud and dishonesty. That is just the way of the world.

I grew up in a world where many of the most respected citizens had been
cold-blooded killers in WWII or the Korean police action. They were not
considered murderers because war is a special circumstance. And so is the
command structure and promotion system of the military, then and now.

But those without first-hand experience are like Alice in Wonderland trying
to make sense of things they can't understand.

The military is a different world, legally and in every other way. Get used
to it.
