McVeigh 'regrets' Oklahoma deaths



McVeigh will die inside Terre Haute prison on Monday

As he awaits execution, Oklahoma City bomber Timothy McVeigh has said he is
sorry for the deaths of the 168 people who died in the attack.

In a series of letters to a local newspaper, McVeigh expressed regret for
the first time, but added that the bombing was "a legitimate tactic" in his
battle against the United States Government.
"That's the nature of the beast. It's understood going in what the toll will
be," he said, according to the Buffalo News, his hometown newspaper.


The world's media is ready for the event

Early on Sunday morning McVeigh will be moved to a holding cell next to the
death chamber where he will be executed by lethal injection at 0700 (1200
GMT) on Monday.
He will be able to choose his own Sunday lunch, from any local restaurant as
long as it costs less than $20.
The "last meal" is served almost 24 hours before the execution to allow the
prisoner to digest it, although McVeigh will be able to eat normal prison
food later in the day.
In the letters, McVeigh said he had no fear of execution or what might come
after.
An agnostic, he said he would "improvise, adapt and overcome" if he did find
there was an afterlife.
"If I am going to hell, I'm gonna have a lot of company," he said.
Videotape appeal
A legal bid to videotape the execution appears to have failed, as a federal
appeals court overturned an earlier ruling.


McVeigh: No photographs of his final hours

The request for the recording was made by lawyers in an unrelated case who
wanted to use the recording to support their contention that the federal
death penalty violated the US constitutional ban on cruel and unusual
punishment.
The lawyers have now appealed to the Supreme Court to overturn the appeals
court ruling.
They represent a Philadelphia man, Joseph Minerd, who faces a possible death
sentence after being charged of murdering his pregnant girlfriend and her
three-year-old daughter.
Opponents of the death penalty have repeatedly pressed the government to
allow McVeigh's execution to be televised, believing such an airing would
help their campaign.

The US Justice Department has fought against any videotaping, citing a
federal regulation that prohibits any photographic, visual or audio
recording of executions.
McVeigh has refused to allow any pictures of himself in Terre Haute prison
in Indiana and few details are being made public about his final hours.
One of McVeigh's lawyers said two members of his legal team would go to see
him in prison on Sunday, and again on Monday in the hours before his
execution.
Prayers and news programmes
The authorities in Terre Haute are on the alert for any violence by McVeigh
sympathisers.


The victims are not forgotten as attention focuses on McVeigh

State, city and county offices will remain closed on Monday and summer
school and recreational activities on school property have been cancelled.
Roman Catholic nuns plan to hold a 168-minute "circle of silence" on Sunday
evening outside the prison to pray for bomb victims as well as for McVeigh
and his family.
About 1,400 media personnel are expected to congregate on the town, as well
as some of the people touched by disaster.
Only 10 survivors or victims relatives will be allowed to witness the
execution. Another 300 or so will watch via closed-circuit television in
Oklahoma City.
