The proposal was rejected by Palestinian terrorist factions, including Marwan Barghouti, leader of Arafat's Fatah faction. Senior PA/PLO official Saeb Erekat told reporters Thursday that although the PA/PLO would "attempt to comply" with the latest US initiative, Yasser Arafat never signed any ceasefire agreement. Arafat has already declared that his forces will not capture Hamas or Islamic Jihad terrorists. Meanwhile, Israel Television Channel Two reported that Prime Minister Ariel Sharon issued strict instructions to the IDF not to initiate actions against the Palestinians even if is to preempt an attack. While IDF soldiers under direct fire may respond to that fire with their personal weapons if they are in a life-threatening situation, a heavier response requires the approval of high authorities even if such a response is required to save the lives of the soldiers. As for security forces facing mobs hurling rocks and fire-bombs, Sharon issued strict instructions that only "non-lethal" weapons be used. Israel would not withdraw its forces or lift restrictions in areas in Yesha (Judea, Samaria, and Gaza) where shooting continued, Sharon told European Union (EU) ministers in a meeting Thursday morning in Herzliya. ............................ :: NEVERTHELESS, THE VIOLENCE CONTINUES UNABATED: "There is no ceasefire." So did an Army Radio reporter sum up the situation, in light of the non-stop Palestinian violence and attacks against Israeli targets ever since the cease-fire agreement went into effect Wednesday afternoon. Despite the continued Palestinian attacks throughout Judea, Samaria, and Gaza, senior IDF officers met Friday with their PA/PLO counterparts to discuss how to "continue" implementing the "cease-fire." ............................ :: BABY DIES AFTER PALESTINIAN STONING ATTACK: Five-month-old Yehuda Chaim Shoham, who was hit by an Arab-thrown rock a week ago, died of his wounds Monday in the Hadassah Ein Karem hospital in Jerusalem. At the same time, a meeting took place in Jerusalem's King David hotel, headed by CIA director George Tenet, with PLO representatives Jibril Rajoub, Muhammad Dahlan, Tufik Tirawai and Amin el-Hindi, among others, together with Israeli Shabak Chief Avi Dichter, and several generals. Jibril Rajoub's home in Ram'Allah is a source of gunfire on Israeli vehicles. ... both events occurring simultaneously in the heart of Jerusalem - totally unbelievable." ............................ :: TEL AVIV BOMBING UPDATE: Seventeen victims remain hospitalized, including one, a 16-year-old girl, who is in very critical condition; another victim is listed in serious condition. ............................ :: BUSH BACKS DOWN ON EMBASSY MOVE: The White House has postponed the relocation of the US Embassy from Tel Aviv to Jerusalem for at least six months, THE JERUSALEM POST reported. Citing national security concerns, US President George W. Bush informed US Secretary of State Colin Powell of the decision in a memo on Monday. The Jerusalem Embassy Act, passed by Congress in 1995, stipulated that the United States move its embassy from Tel Aviv to Jerusalem by May 31, 1999. A clause in the law, however, allows the president to invoke a security waiver to delay the move. Bush campaigned during the 2000 presidential election on a promise to move the embassy to Jerusalem but had to step back from that position upon taking office. His administration now says it has not decided when the process of moving the embassy should begin. [Ezekiel 38.4a]: Arriving in Cairo on the first leg of a trip that will take him across the Middle East, Secretary-General Kofi Annan Tuesday said a broad coalition of States is pushing for the implementation of a plan to end the violence and restart talks in the troubled region. "There is a real international alliance for peace working on this issue - the Americans, the European Union, the Russian Federation, the Arab leaders and the United Nations, are all agreed that we should push for full implementation of the Mitchell plan," Mr. Annan told reporters at Cairo Airport, referring to the report of a committee headed by former US Senator George Mitchell. The European Union, meanwhile, has been stepping up its diplomatic role in the Middle East, hoping to use its leverage as the biggest aid donor to the Palestinians and a major Israeli trade partner. In a follow-up to our story last week regarding EU "observers" in Israel, IDF Radio reported Tuesday that Swedish Prime Minister Goran Persson claims that the EU coordinated the placement of EU observers in the territories in coordination with Foreign Minister Shimon Peres. IDF Radio diplomatic correspondent Raviv Drucker, reports that Peres' office responded that Peres does not agree with the way that the placement of the observer force was implemented. ............................ :: ARABS FLEE TO JORDAN: Over 100,000 Arabs have left Yesha in the past nine months, the large majority of them to Jordan. As a result, it has been reported that Jordan has closed its borders to Palestinians from Judea, Samaria, and Gaza - but Jordan denies this. Some 200 Arabs were delayed on their way into Jordan from Israel Thursday, and in fact aides to King Abdullah say they do not want a repeat of 1948, when 250,000 Arabs from Yesha entered Jordan. Palestinians who are not permanent residents of Jordan, or who do not hold Jordanian citizenship, are now required to produce a special permit, issued by the Jordanian Interior Ministry, allowing them to visit Jordan, according to Jordan's Interior Minister Awad Halifat. An official Jordanian source was quoted Tuesday as saying that, since the outbreak of Arafat's War eight months ago, some 150,000 Palestinians have entered Jordan from Yesha, and have not left. ............................ :: WEB SITES OF INTEREST: The Jerusalem Institute for Western Defence has recently opened it's Web site, located at: <http://www.westerndefense.org/>. Aside from the tribute, the site has several excellent links to information and history regarding this daring raid. ............................ :: VISITORS COME, IN SPITE OF OTHERS: Around 150 young leaders from Jewish communities around the world are meeting this week in Jerusalem at the World Zionist Youth Congress, based at Ramat Rachel. The Congress is organized by the Hagshama Department of the World Zionist Organization and the Education Department of the Jewish Agency for Israel. Organizers of the Taglit (Discovery) program, designed to fight the ignorance that leads to assimilation, marked the start of an intensive week of getting-to-know-Israel Sunday. The program is currently hosting 400 Jewish students who arrived here last week from North America. The students have never been to Israel before, and will be treated to ten intensive days of Eretz Yisrael and Jewish culture. The Birthright program has weathered the security crisis better than most other tour programs. Birthright spokesman Gidi Mark admits a cancelation rate of close to 40 percent, but the program is still planning to bring in 3,000 students this month (1,000 arrived this week). An Israel Bonds delegation of some 70 North American Bonds leaders has arrived on a Task Force to Israel. Some 1,000 youngsters from England are expected to come to Israel this summer as part of the Jewish Agency's Israel Experience program. The world Betar movement announced that it intends to send, as planned, more than 100 teenagers and youth leaders from its France chapter in the same framework. Some 300 children will be visiting Israel this summer under the auspice of United Synagogue Youth. In addition, the Ramah Camps are sending about 225 youngsters. The Conference of Presidents of Major Americans Jewish Organizations, State of Israel Bonds, United Jewish Communities and The Federations of North America said their members are currently planning trips to Israel and called on others to do the same. ............................ :: UPCOMING ISRAEL TRIP: Fellowship Church [of which Tzemach News Service is a ministry] is sponsoring a trip to Israel November 4 - 17, 2001.
