To be sure, nothing happens in a vacuum. He is responsible for his actions but that
does not negate the responsibility of LAW ENFORCEMENT officers to obey the intent and
purpose of the laws they are supposed to enforce. If anything they should be held to
a higher standard of restraint of the use of deadly force than others because they are
acting at the behest of society at large (supposedly).
