Rogergate Partners Had Inside Impeachment Info, Says Accuser

The one-time business partners of former first brother Roger Clinton had
inside information about President Clinton's impeachment that seemed to
bolster claims they had influence with the White House, key Pardongate
witness Garland Lincecum said from his White Plains, New York jail cell on
Friday.

In a taped interview set for broadcast Sunday night and shared exclusively
with NewsMax.com late Saturday, Lincecum told WABC radio hosts John
Batchelor and Paul Alexander that while he was negotiating payments for his
pardon with Clinton's business partners Dickey Morton and George Locke in
late 1998 and early 1999, the two men made detailed predictions about
Clinton's impeachment and subsequent Senate trial that always seemed to
come true.

Lincecum's mother and brother Alberta and Guy wiped out their savings to
pay Roger Clinton's company, CLM LLC, $235,000 to secure his freedom.
His allegations, first reported by Batchelor and Alexander on Feb.  26,
prompted U.S.  Attorney for New York's Southern District Mary Jo White to
commence a full blown criminal probe two weeks later.

On June 6, prosecutors brought Garland Lincecum to New York to testify
before White's grand jury.

The uncanny ability of Roger Clinton's business partners to fortell the
course of President Clinton's impeachment stunned Lincecum, he said Friday,
and the convincing specifics they offered led him to believe that Roger
Clinton had access to information about secret dealings at the highest
levels of the White House.

"Before the impeachment, Dickey (Morton) and the senator (former Arkansas
state senator George Locke) were able to confirm exactly what was going to
happen each day -- before it happened!," Lincecum said.

Lincecum said Morton and Locke's apparent insider information included
specific predictions about "how the votes were going to go" and Clinton's
decision not to resign under any circumstances.  Some of the information
was so intricate Lincecum could no longer recall the details.

The key Pardongate witness had a lot riding on President Clinton's ability
to survive in office; specifically the $235,000 his family had ponied up to
pay the first brother's company.

Roger's business partners assured Lincecum that Clinton was not going to be
removed from office.  But if by some quirk of fate that happened, Vice
President Al Gore would honor the deal.

Here's one revealing exchange between Lincecum and the two radio hosts:

BATCHELOR: Dickey Morton is speaking, you presume, with Roger regularly.

GARLAND LINCECUM: That's correct.

BATCHELOR: And Roger's boasting about his information at the White House,
about the president's state of mind, the president's tactics.

GARLAND LINCECUM: That's correct.

ALEXANDER: And what the (impeachment) votes are going to be?

GARLAND LINCECUM: Right down to the -- they called it almost to the
vote......

BATCHELOR: Now in January, the Senate trial, did they also tell you how the
Senate trial was going to go?

GARLAND LINCECUM: Yeah, right to the vote.

ALEXANDER: Right to the vote.  So you're sitting there watching (the trial)
and these guys have direct access into the White House?

GARLAND LINCECUM: That's what it appeared to be.

BATCHELOR: And after the president was found not guilty, that is he wasn't
removed from office by the Senate, what were their remarks?

GARLAND LINCECUM: Basically it was sort of like, "Well, I told you so."

Apart from impeachment, other developments suggested that the CLM business
partners had close White House ties.  Lincecum said one day in 1998 that
Morton called him from China, where he was traveling with Roger Clinton.

"He said that they were dealing with the fourth most powerful man in China
(and) that they could get anything (into America) they wanted,"
Lincecum said, explaining that CLM was interested at the time in importing
building materials from China.

During the phone call "they intimated that they were going to use the
president's power" to smooth the way for the import scheme, he added.

"One time they talked about bringing in oil from Russia, also," said the
key Pardongate witness.

"I said that many people had tried to get oil in from Russia and there's
been a lot of difficulty with it.  They said, 'That's no problem.  We will
have the situation -- there won't be a problem at all.'"

Roger Clinton, a Russian oil connection?  Bizarre stuff indeed.

Or maybe not.  This exchange between Roger and Larry King Thursday night
actually reveals that the former first brother planned to travel to Russia
as late as this past February.

The subject came up while King was discussing Clinton's Feb.  21, 2001 DUI
bust in Hermosa Beach, California.

KING: Were you drinking and driving?

ROGER C.: No, sir.  Well, let me clarify that: I was not legally drunk and
driving.  I had had about two beers, two Coors Lites.  Maybe two.
Maybe two.  I had been out an hour.  I was leaving for flippin' Russia the
next morning.....

KING: They ran a test?  I mean, what did they do to you?

ROGER C.: Let me tell you first off -- without mentioning my friend's name,
because his name will certainly come up anyway -- but I was with a friend
of mine, that we were going to get up the next morning and watch basketball
before I had to go to Russia.

King never asked Roger why he was traveling to Russia a month after his
brother had left the White House, let alone in the dead of the harsh
Russian winter.

But given Garland Lincecum's claims to Batchelor & Alexander that CLM was
involved in Russian oil, it's a question prosecutors need to ask.
