This tells me the Mass. organization as a whole was not properly
implementing safeguards. There is a BSA-wide policy prohibiting leaders
from being alone 1 on 1 with any child; this is written in the manuals
given to the boys, and in the supplement given to parents at the
beginning of the year. Whenever a boy joins our pack, prevention of
sexual abuse is the first thing they are instructed in. Also, all
leaders are required to undergo a criminal background check and a
training session during which time those with questionable personality
or psychological characteristics are weeded out. Anticipating the
question, I don't know how they decide this. Since I'm not a leader,
I've not gone through the training myself. Being a leader is a huge
time committment, which I can't make. I content myself with manning the
sign-up/brochure desk at pack meetings. I haven't discussed the
situation with the leadership in our pack, but at the next committee
meeting in Sept., I will bring it up.
