NEW 'TORCH' WOE$

A political-action committee that embattled New Jersey Sen. Robert
Torricelli formed to fund civic and political discussion groups raised
$85,000 - but reportedly has given less than $1,000 to the intended
recipients. Torricelli set up the PAC 10 months ago. Since then, it has
given just $625 to civic groups, $250 to a charity, and nothing to fund
public-policy discussion forums, according to The Record of Hackensack.

But two political consultants working for the PAC are $30,000 richer.

Torricelli spokesman Dale Liebach told the paper that spending by the PAC -
which is a state entity, rather than federal - is consistent with the
fund's stated goal.

And experts say that little if anything can be done to force Torricelli -
whose 1996 campaign is facing a federal criminal investigation over
fund-raising - to make good on the PAC promises.

One of the few restrictions is that he can't use the money for his own
election campaign.

"Can he legally pocket the money? Yes he can," Fred Herrmann, executive
director of the New Jersey Law Enforcement Commission told the newspaper.

"It sounds strange, but as a federal candidate using a state PAC,
Torricelli is really in kind of a shadowy middle area."

Torricelli shut down a similar PAC in 1996 after news reports detailed how
its money was used to pay for overseas trips, dinner parties, and
publishing Torricelli's book, "One Man's Thoughts."With Post Wire Services.
