Yes, it would be a matter of degree. Do we want one city vaporized, or do we
want two cities vaporized? My vote is for one.

How do you know this, steve? If two missiles are coming at me, and I shoot
down one, am I not fifty per cent safer than I was? This false sense of
security you bring up is something I don't think we are going to have to
worry about.
