BOROWSKI of the Journal Sentinel staff Last Updated: July 17, 2001 It may look like a proclamation and read like a proclamation, but the proclamation declaring July 6 to be The 27th National Convention of the Communist Party USA Day in Milwaukee (complete with a signature and seal) is no proclamation, aides to Mayor John O. Norquist said Tuesday. In fact, they said, they tried to stop the proclamation from being handed over to the group - and have since told Communist Party officials they do not consider it an official proclamation. The non-proclamation proclamation is the latest twist in the fallout from the party's recent convention in Milwaukee and the eyebrow-raising enthusiasm behind Norquist's welcome to delegates. While Norquist did not attend the event, an aide read a welcome letter that noted the city's socialist history and the "many things in common" with the "long history of the Communist Party." The letter quickly became a topic on local talk radio and generated some smirking national and international attention, including mentions on the Drudge Report and BBC radio. Last week, Chief of Staff Mike Soika issued a statement distancing the mayor from the letter, which Soika said Norquist had not read. On Tuesday, aides said the non-proclamation was never meant to be handed over, but that the message never made it to the aide, Daisy Cubias, who had a "draft" copy of the non-proclamation with her copy of the welcome letter. Each year, Norquist's office writes hundreds of welcome letters and proclamations. The Common Council also issues similar commendations but did not do one for the Communist Party convention, which brought about 400 people to the University of Wisconsin-Milwaukee campus. Norquist was out of town on a family vacation Tuesday and not available for comment. "He did say check this one over," Norquist spokesman Steve Filmanowicz said of the welcome request.
