The Bellows Report criticizes the FBI and Energy Department for numerous flaws throughout the course of the investigation of Lee. The report goes on to say that racial bias was not a factor in the decision to investigate Dr. Wen Ho Lee. "Judicial Watch is pleased that its client, Notra Trulock, has been exonerated. Now we will pursue justice against those, including Dr. Wen Ho Lee and his agents, who sought to illegally and improperly use the 'race card' to mask their own guilt," stated Judicial Watch Chairman and General Counsel Larry Klayman. "This report would not have been made public at this time, if not for Judicial Watch pressure," added Judicial Watch President Tom Fitton.
