Rusk, M.D., known internationally as the Father of Modern Rehabilitation Medicine. Co-founders of the Fund include: Bernard Baruch, Herbert Hoover, Albert Schweitzer and Harry S. Truman. The idea for WRF came about from a contact with Dr. Rusk by the famous World War II hero, General "Wild Bill" Donovan, who was the head of the Office of Strategic Services (OSS) and who later became Ambassador to Thailand. Donovan asked Rusk to bring Thai physicians to the US to train them in rehabilitation and send them back to Thailand to launch rehabilitation services in a country that had no such discipline. This program proved so successful that Donovan and the philanthropist, Mrs. Albert Lasker, discussed with Dr. Rusk the possibility of continuing and enlarging this type of program. Further discussions with Hoover, Truman, Schweitzer and Baruch led to the formation of the first WRF Board, which was chaired by Samuel F. Pryor, Jr., father of the current Board Chairman. The aim then was to develop a system of rehabilitation training fellowships for foreign physicians that would be sponsored by such industries as Sinclair Oil Company, American-President Lines, IBM, General Electric, General Foods, American Express and most of the major US based pharmaceutical companies. Eugene "Jack" Taylor was brought on board to the Fund by Dr. Rusk to handle the adnministration and management of the Fund. In 1961, WRF broadened its charge to include the training of artificial limb and brace makers �prosthetists and orthotists. Juan Monros, a native of Spain and a professional soccer player, became interested in helping people with disabilities. He enabled WRF to launch what has become its most successful area of programming. Monros came to WRF in 1957 on a four-year scholarship to study prosthetics. Upon completing the program, Monros devoted the next years training people in some 70 countries around the world to make prostheses and orthoses. Since that time, WRF has been involved in rehabilitation work in some 150 countries. In 1970, representatives of the United Nations and its member agencies voted unanimously to make WRF the liaison agency for rehabilitation activities for all the agencies within the UN � including the World Health Organization, the International Labour Organization, UNESCO, UNICEF, and the United Nations Development Programme. It is interesting to note that the father of the newly designated head of the World Health Organization, Dr. Gro Harlem Brundtland, is the daughter of Dr. Gudmund Harlem , a pioneer in rehabilitation for the country of Norway and a student of Dr. Rusk. � 2001 World Rehabilitation Fund, Inc.
