Police acted swiftly to prevent a group breaking through a barrier after the conference organisers declined to accept a petition that protested at Israeli actions in the Palestinian territories. Israel and the United States sent low-level delegations in protest at what they said was an anti-Israeli bias in draft declarations. Arab and Islamic states dropped a clause that equated Zionism with racism, but a new one describes Israel's treatment of the Palestinians as a form of apartheid. Kofi Annan, the UN Secretary-General, said that Israel could not use "the ultimate abomination" of the Holocaust as an excuse never to examine its behaviour. More than 15 heads of state attended, but there was virtually no representation from Europe or North America.
