Unfortunately, the Bush Administration's immigration policy so far has been marked by euphemism, cynicism, retreats and missteps. Speaking of Mexican nationals who illegally enter the United States in search of higher consumption levels, Fleischer repeated the incomprehensible Bush campaign slogan that they were "driven to come here by family values.")
