armored cars stalls settlement schools start

A shortage of armored vehicles for transporting students meant the school
year got off to a slow start in some settlements.

The situation is especially serious for students of special schools who
often need to be transported to nearby towns. Two years ago Shomron Regional
Council had 300 vehicles at its disposal to transport special needs children
and teachers - this year not even one armored vehicle was available.

Council head Bentzi Lieberman said the Home Front Command had promised to
reinforce six vehicles and the Histadrut Hazionit had promised another two
but they "have not come up with the goods."

Recent instructions by the Israel Defense Forces that school children in the
West Bank and Gaza Strip settlements must be transported in reinforced buses
meant that studies in some schools started somewhat later than anticipated
yesterday.

In Binyamin around half the 3,000 students who use buses had to start their
day at 9 A.M., at least an hour later than other students. There were
similar delays at the end of the school day.

The Yesha Council of Settlements in Judea, Samaria and the Gaza Strip
announced yesterday that some 108,000 students were registered in
settlements schools for this year, compared to 98,000 last year - an
increase of 8 percent which is said to match the growth rate in the
settlements over the last year.

There are now around 227,000 people living in the settlements, up on 210,000
at the start of the year. The council also reported that new families had
recently joined a number of settlements, including 16 new families at the
Bracha settlement, 100 at Adam, 21 at Ofra and 59 at Beit El.
