Security, to keep outsiders from entering an office by 'the back way'.
Years ago I worked for a major bank in my area, in its headquarters which
was a 17-story skyscraper...the banking area that was open to the public
was on the ground floor, the rest of the building was used for the bank's
offices.
We started having problems with thiefs sneaking in via the stairwells and
coming into offices to snatch pocketbooks, and on more than one occasion
a pervert was found lurking in a ladies room on an upper floor, again
accessed by just walking up the stairwell and exiting on a certain floor,
and walking into the unlocked restroom...
So the stairwell doors were locked, so that no one could exit on any
floor once they were in the stairwell, the only exit was on the ground
floor. But they DID put emergency bars on the stairwell doors on the
office side of the door, so that one could hit the emergency bar, it
would set off an alarm to Emergency Services, and it would open the door
to the stairwell.
My guess is that the locked door at the WTC was probably a misguided
effort along the same lines, an attempt to keep JQ Public from entering
the office via the stairwell. I wouldn't be surprised to find out that
some of the stairwell exits were blocked with desks, file cabinets, etc.
It happens, people working there get stupid and complacent and figure
they will never have to use that exit (although the bombing 8 years ago
should have given them a wake up call)...but it should have been caught
on the inspection by the fire department which is required to be done
periodically...
