German Defense Minister Rudolf Scharping said "I reckon the first decisions will be made next week" but that the nature of German participation could only come after the United States had decided what it wanted to do. But he said it was certain "that it will be a very long fight against terrorism," in an interview to be published Sunday in the Welt am Sonntag newspaper. Meanwhile, Foreign Minister Joschka Fischer warned against "a confrontation between Islam and the West," which would only serve extremists, whose objective was to bring about a "clash of cultures." Fischer told German radio channel ZDF that retaliatory action "should not provoke more instability" and must not be carried out in " a thoughtless way and with a short-term view." "We must not embark on a war of cultures because that would play into the hands of those that carried out this horrible crime," added Fischer. Scharping added that "all those who had thought that the United States would be driven to strike in blind revenge were wrong." German Chancellor Gerhard Schroeder had told the state television station ARD late Friday that he would probably have to make "one of the most difficult decisions of my life next week, I do not know when," an apparent reference to possible German military help for eventual US strikes. ---------- Syria says world anti-terror campaign must target Israel DAMASCUS, Sept 15 (AFP) - The official Syrian press said Saturday that any global anti-terrorist campaign should also be directed at Israel, which it accuses of being guilty of "large-scale terrorism" towards the Palestinians. The claim comes as Washington said Friday that it was seeking support from Damascus in the anti-terrorist campaign it is readying in the wake of the devastating attacks in the United States of September 11. "The world must be reminded as it heads for a fight against terrorism that Israel carries out large-scale terrorism" against the Palestinians, the government daily Tishrin wrote. Israeli Prime Minister Ariel Sharon is "one of the biggest symbols of terrorism," said the paper, referring to the massacres at the Palestinian camps of Sabra and Shatila in 1982. Papers also called for a resolution of the causes of terrorism through international efforts, in particular from the United States, to bring an end to the Israeli occupation of Arab lands. "To wipe out terrorism also requires the establishment of peace and world security, which is difficult to put in place if one does not take into consideration the situation of the Arab world and the dangers emanating from Israeli aggression," Tishrin said. "To uproot terrorism you need a global strategy with aims objectively set out," wrote the daily ath-Thawra, mouthpiece of the ruling Baath party. The Arabs are calling on Washington to "play the role of honest broker" to resolve their half-century old conflict with Israel, it said, indirectly calling on Washington to review its ties with the Jewish state. Ath-Thawra also sought to draw Washington's attention to Israel's "exploitation" of the attacks in the United States because the Jewish state sees "a golden opportunity to kill more Palestinians without the world interfering." "We have to lay bare the Zionist entity, which is exploiting the attacks while trying to make accusations (of terrorism) stick against the Palestinian people who are merely struggling" against the occupation, the paper said. US Secretary of State Colin Powell said Friday he was pleased that Syrian President Bashar al-Assad had sent "a very strong letter of support towards the efforts against terrorism" to President George W. Bush. That statement was followed by a telephone converstation between Powell and his Syrian counterpart Faruq al-Shara, who reiterated his country's condemnation of terrorism. Syria is on the US state department's list of countries accused of backing terrorism. It rejects the accusation, saying the Palestinian organisations it harbours, and the Lebanese Hezbollah which it supports, are merely "resisting" Israeli occupation.
