I don't know what you mean by 'near the site'...by the weekend after the attack, the general public could get to within 2 blocks of the site, and media cameras were allowed on the site all along...people who can show that they live or work within the restricted area are allowed in on a limited basis to retrieve clothes, pets, etc., albeit with a police escort to make sure they only go to where they need to go, and only stay for a short time, then they are escorted back out of the area... The general public still can get within 2 blocks of the site, and indeed has now become a favorite tourist photo op; what the photography ban specifies is that anyone authorized WITHIN the cordoned off site -- meaning police, firemen, construction workers, FEMA, scent-dog handlers, FBI, etc. -- are restricted from taking pictures unless prior authorization has been granted. No one cared if these people took photographs for 18 days, so the question is why they are now being restricted. The ban also means that media cameras are no longer allowed at the site; any images you now see of the WTC site are those taken by the 'authorized' photographers and camarapeople, usually FEMA personnel...
