Two Saudi-Funded Charities Used By bin Laden to Finance His Operations Were
Left Off the U.S. Sanctions List to Avoid Embarrassing the Saudis

Bush Strategists Now See Few Afghan Targets for Long-Range Bombing;
Blasting Pickup Trucks Mounted With Machine Guns, Rocket Launchers 'Like
Trying to Hit Pony Express'

NEW YORK, Sept. 30 /PRNewswire/ -- Although two inter-related global
charities directly financed by the Saudi government -- the International
Islamic Relief Organization and the Muslim World League -- have been used
by terrorist leader Osama bin Laden to finance his operations, both
organizations were left off the list of groups sanctioned by the U.S. last
week, intelligence officials tell Newsweek, in order to avoid embarrassing
the Saudi government.

Another organization dropped from the list despite being known as a bin
Laden front was the Rabita Trust for the Rehabilitation of Stranded
Pakistanis, with the president of Pakistan, Gen. Pervez Musharraf, on its
board. Intelligence officials tell Newsweek that Washington gave Musharraf
36 hours to quit, but when he didn't, the Rabita Trust was quietly dropped
from the list, reports Assistant Managing Editor Evan Thomas in the October
8 issue of Newsweek (on newsstands Monday, October 1).

In a separate article, Foreign Editor Michael Hirsh and National Security
Correspondent John Barry report that the U.S. will aggressively send in
special forces in Afghanistan, perhaps Navy SEALs or Green Berets, hoping
to grab bin Laden as he runs and to seize the computer disks that
presumably contain the secrets to his global network.

Sources tell Newsweek that the Bush administration originally leaned toward
a long-range bombing attack on Afghanistan, but has come to realize that
the country has even fewer targets than the hard-to-hit tanks in Kosovo.
The terrorist camps have emptied; the only good military targets, apart
from a few TV and radar stations, militia headquarters and fuel dumps, are
the Taliban's ``cavalry'' of pickup trucks mounted with machine guns and
rocket launchers. Going after those, says a senior Defense official, would
be ``like trying to hit the Pony Express,'' Newsweek reports.
