As US-Russian Force Prepares to Go into Afghanistan
Mid East is Temporarily Sidelined
2 October: The most significant feature of the imminent US assault against
Afghanistan is the major role to be played by Russian military might,
following the new and far-reaching understanding reached between President
George W. Bush and President Vladimir Putin.
DEBKAfile's military sources reveal that the Tadjikistan based Russian
201st Motorized Rifle Division was beefed up Tuesday with staff commando
units, Pashtun speakers and interpreters. Its members also received
American-made anti-terrorist equipment and weapons flown in especially.
DEBKAfile adds: The anti-terror alliance has split its task into two parts.
The Americans and Russians will go for Bin Laden and his Al Qaeda force in
the Pamir Mountains, while the UK and Western allies will take on the
Taliban in south Afghanistan.
The Israeli-Palestinian conflict is taking a back seat to events about to
explode in Afghanistan. But Israel could find itself in the diplomatic hot
seat again once the smoke clears from the initial stages of the U.S.
military campaign against terrorism.
A hint of what could be in store appeared on the front pages of the New
York Times and Washington Post on Tuesday. The newspapers reported, in very
careful language, that several days before the September 11 terror attacks
in New York and Washington, U.S. secretary of state Colin Powell planned to
announce in a speech to the U.N. General Assembly the Bush administration's
support for the establishment of a Palestinian state.
The speech, which was never delivered in the aftermath of the suicide
hijack-bombings that led to the cancellation of much of the General
Assembly session, was to have paved the way for a meeting in New York
between President George W. Bush and Palestinian leader Yasser Arafat.
Now, the reports said, State Department officials are again trying to find
the right time to revive the new U.S. peace initiative.
The officials argue that the Israeli-Palestinian conflict is hampering U.S.
efforts to unite Arab states behind Washington's global coalition against
terror.
The Israeli media rushed to report - ad nauseum -- this new U.S. peace
initiative, even as several hundred U.S. and British bombers prepare to
blast Afghanistan. However, as both U.S. newspapers noted, U.S. policy is
set in the White House, not in the State Department.
The real decisions in Washington are made by five people: Bush, vice
president Dick Cheney, defense secretary Donald Rumsfeld -- whose position
has grown stronger since the attacks in New York in Washington -- deputy
defense secretary Paul Wolfowitz and national security adviser Condoleezza
Rice.
The group of five, which is spearheading the U.S. war effort, has given
Powell and senior State Department officials a free hand in forging a
global anti-terror alliance. The coalition's sole importance, the
decision-makers believe, is to serve as a screen or window dressing for
military action in the war.
So for now, at least, the sound of the explosions will drown out talk of
the U.S. diplomatic move on the Israeli-Palestinian front, but they will
not be able to silence completely the murmurs of peace.
DEBKAfile' s American and Palestinian experts say the real test for Israel
will come after the first stages of the war in Afghanistan.
It is possible, our experts say, that State Department officials will
eventually try to turn the spotlight back on what they see as the strategic
importance of the Middle East and the Israeli-Palestinian dispute.
The first stage of this State Department campaign to portray Israel as the
sole obstacle to a world anti-terror coalition failed, primarily because of
a dramatic change in the global strategic picture.
The change was rooted in a new U.S. awareness of who its real friends are.
DEBKAfile's sources in Washington say that as late as the second week of
September, U.S. leaders still harbored the belief that a world coalition
could play an important role against terrorism. But a quarter-century of
State Department policy effectively collapsed after Saudi Arabia, and in
its wake the entire Arab world including Egypt, denied the United States
the use of military bases on their soil to strike at Muslim Afghanistan.
Adding insult to injury, the facilities were built with U.S. know-how,
technology and military expertise.
The Americans, a practical people, instead of complaining publicly about
the snub, acted swiftly, effectively and cleverly.
On Sunday, September 23, Bush telephoned Russian president Vladimir Putin
and spoke to him for 70 minutes.
The moment both men hung up, the world we live in had changed and the
strategic situation in all its regions, including the Middle East, had
shifted radically.
The United States and Russia, two old foes who faced off against each other
for half a century, became allies in a move that will influence history for
the next 25 years.
Both predominantly Christian countries joined in a military, economic and
political alliance to defeat Muslim international terror.
In one telephone call, Bush restored Moscow to the position of power it
enjoyed between the 1950s and 1980s.
Pakistan and Turkey will provide window dressing for this superpower
alliance - the former because it has no choice, and the latter, out of
choice. Central Asian countries, such as Tajikistan, Kazakhstan,
Uzbekistan, Kyrgyzstan and Christian Georgia are falling in line behind
them.
The strategic epicenter has now moved from the Middle East and Arabian
Peninsula to Russia and Central Asia.
This new world alignment sidelines anything Saudi crown prince Abdullah,
Egyptian president Hosni Mubarak and Syrian president Bashar Assad have to
say. The same applies to the words and actions of Yasser Arafat, Israeli
prime minister Ariel Sharon and foreign minister. Now It's war-war, not
jaw-jaw.
New York Times columnist Thomas Friedman put it best in an excellent
article on Friday, September 28, headlined "Talk Later", in which he wrote:
"We need to be really focused, really serious, and just a little bit
crazy."
In Friedman's words: "For everything there is a season. There will be a
season later on for talking. There will be a season for dealing with other
states that have supported terrorism. And there will be a season for
promoting Arab-Israeli peace or economic development. But right now - right
now is the season of hunting down people who want to destroy our country."
Even Friedman, the New York Times' High Priest of Israeli-Palestinian
issues, says they are not currently on the U.S. agenda.
A practical example: In the midst of all this strategic upheaval, Jordan's
King Abdullah showed up in Washington. Bush greeted him warmly and the
United States finally agreed to sign a free trade zone treaty with
Hashemite kingdom, to bolster its tottering economy.
But the king, still living in the past, remains blind like the rest of the
leaders in the Middle East to the strategic shift in the balance of world
power. He therefore stated that he had received a promise from Bush to
refrain from attacking any Muslim country but Afghanistan, including Iraq.
Secretary of State Colin Powell was quickly sent to publicly deny any
presidential commitment to refrain from attacking Iraq. He went so far as
to say that Washington might consider it after its first moves against
Afghanistan. Powell, who with his departmental staff has labored long and
hard to build an Arab-Muslim wing into the global anti-terror alliance,
made no mention of the possibility of American attacks on terrorist targets
in Lebanon and later in Iran.
Despite the strategic shift, the New York Times and Washington Post reports
on Powell's plans for a Palestinian state should not be dismissed.
Israel might be relegated to the sidelines at this stage of the war, but it
find itself a scapegoat should the Bush anti-terror campaign go badly.

Arafat Gets 48 Hours Grace to Restrain His Terrorists
30 September: The 48 hours after Palestinian leader Yasser Arafat and
Israeli foreign minister Shimon Peres agreed on a truce formula, turned out
to be the most violent since the Palestinian uprising erupted a year ago.
They were a fitting manifestation of the year's horrors on the intifada's
first anniversary. Palestinian guns blazed, mortar shells exploded, mobs,
howling and shooting, hurled themselves at Israeli troops and security
forces in a non-stop chain of violence in every corner of the West Bank and
Gaza Strip.
The Palestinians claim 10 dead; 11 Israelis were injured.
Yet the Israeli security cabinet, in a special session Saturday night,
decided to give Arafat another 48 hours to restrain his mobs and militias
as well as easing the IDF closure of Jericho Sunday afternoon.
The Palestinian response was typical. The popular intifada committees
called on the Palestinian masses Sunday to turn out for more rampages, a
fresh volley of mortar shells landed on Gaza settlements and both the Hamas
and Jihad Islami radicals reiterated that for them the truce was
non-existent.
This surprised no one, except perhaps the ministers who gave Arafat yet
another chance. All six ceasefires to which Arafat has been a party have
broken down before they began, usually no better than a recipe for
escalating Palestinian violence and terrorism.
The Palestinians never admit they practice terrorism. In the three decades
that Arafat's PLO has been slaying women and children, lynching any "Jews"
falling into their hands, hijacking airliners and carrying out
indiscriminate suicide attacks, they claimed they were fighting a
"legitimate war of resistance".
On Saturday, September 29, the official Palestinian Radio extended this
claim to the devastating suicide attacks that struck New York, Washington
and Pennsylvania on September 11. The radio commentator and the
Palestinian-Americans he interviewed all insisted that those attacks were
not acts of terror, but part of a "just war of resistance by the peoples
against American hegemony".
Giant representations of the Saudi terrorist Osama Bin Laden were held high
that day in the Palestinian rallies across Palestinian territory.
Political observers in Jerusalem commented to DEBKAfile that if Israeli
prime minister Ariel Sharon thinks that being soft on Palestinian terror
will help the United States create its anti-terror coalition he will be
rewarded, he is deluding himself.
It has already proved costly. His forbearance with Palestinian terrorism
resulted in the United State omitting the suicidal Hamas and Jihad Islami
from its list of dangerous terrorist organization - not to speak of Arafat'
s own Fatah and Force 17 gunslingers and bombers The Palestinian leader has
no incentive to hold them back. He can carry on his murderous career as a
super-terrorist undisturbed, while carrying on the machinations that
brought about the downfall of three Israeli prime ministers.
It was Arafat - not Bin Laden - who administered an unheard of humiliation
to a US President - Bill Clinton.
Letting Arafat get away with murder has gone to his head. He sees himself
as more than a match for Bin Laden, both as master terrorist and religious
jihad leader. While Bin Laden hurls airliners piloted by suicidal Islamic
zealots, Arafat deploys suicides with bombs strapped to their bodies. At
his meeting with Peres last week, the Palestinian leader declared with deep
pathos: Bin Laden may top America's wanted list, but I top that of Bin
Laden!
What he was saying was that he topped Bin Laden's hit list, before even
America. The message to the United States was that to get Bin Laden, the
Americans need the help of Arafat's terror machine and must keep him safe.
In other words: it takes a terrorist to catch a terrorist.
Yasser Arafat therefore has no intention of abandoning his intifada,
whatever the inducements, until he is victorious and Israel is in ruins. It
is as much a religious war against the Jewish state as is Bin Laden's
acclaimed battle against "Crusaders and Jews".
Arafat is as sure as Bin Laden of ultimate victory. Israeli and American
indulgence merely boosts his hopes and gives him another lease of life. But
if the United States really means to root out the terror scourge, it will
have no choice at some stage but to strike at the Palestinian Islamic
fountainhead, whose methods and aims are no different from those of Bin
Laden.

Bin Laden Readies 5 Warfronts
29 September: DEBKAfile's intelligence sources name three locations in the
forbidding mountains of Little Pamir, Afghanistan, as the present hideouts
of the ex-Saudi terror master, Osama Bin Laden: a set of chambers buried in
the mountains south of the Sari Qul Valley; a site on the Tadjik frontier
north of Buzai Gumabad, and a fort carved out of the mountains northeast of
Wakhyir, the wayside station on the old caravan route to China.
None of these locations are visible to aerial or satellite surveillance.
Under 200 close followers occupy his main retreat; some 2,500-3,000 Al
Qaeda partisans, his eyes and ears, are distributed at key points of Little
Pamir's mountain valleys and mingle with friendly local fundamentalists.
American strategists know more or less where he is, but reaching the
locations is a tall order. They have therefore posted a small force of
Special Forces commandos - mostly SEAL and Delta units - in the Tadjik
center of Dzhartygumbez, no more than 35 miles from the Little Pamir
panhandle, sending small squads in on reconnaissance missions to pick up
any clues leading to Bin Laden's precise whereabouts. Some have skirmished
with outlying Al Qaeda patrols and sentries scattered round the mountain
valleys. With the US units are Russian elite forces intelligence officers,
armed with maps, Russian troops permanently posted in Tadjikistan and
Tadjik mountain guides.
The Americans hope to cut the Pamir panhandle off, bottle Bin Laden up in
his retreat and then move in to capture him before the cruel mountain
winter sets in. The first snow has already begun to fall.
According to DEBKAfile's intelligence sources, Bin Laden though in hiding
is still on top of things. Before going to ground, he divided his top
officers into five autonomous commands armed with guidelines and missions.
He himself leads the Afghanistan-Pakistan-Tadjikistan command; the Central
Asian command is led by the Uzbek fundamentalist Jumma Mamangani. It is
based in the strategic Ferghana Valley that straddles Kyrgizia, Tadjikistan
and Uzbekistan; the Balkan command comes under the Egyptian Jihad Islami
chief Ayman al-Zawahri. It is based in Albania or Kosovo and covers also
Europe and the UK; the commander of the Gulf-Middle East command is the
Tehran-based former Hizballah hostage taker Imad Mughniyeh; and the North
Africa-Spain-France command is headed by the Algerian Islamic extremist
Fateh Kamel or close lieutenants in the GIA who are unknown in the West.
Al Zawahri and Kamel also lead operations in North America by the remote
control of deep-cover cells and sleepers, mainly through Canada.

Monumental Moslem Construction Work Damages South Temple Wall and Drives
Cracks in Al Aqsa Mosque Walls
2 October: The small protrusion forming ominously in the 2000-year old
Southern Wall of Temple Mount - just over the Second Temple's Triple Gate -
together with spreading cracks in the fabric of the Al Aqsa Mosque which
abuts that wall, are being reworked into fresh fuel for Yasser Arafat's bid
to place himself and the Jerusalem shrines at the center of the
international war against terrorism. In this way, he hopes to divert world
attention from Osama Bin Laden and focus it on purported Israeli terrorism
against Moslems.
DEBKAfile 's Palestinian sources report that the September 11 terrorist
assaults in New York and Washington left Arafat resentful, feeling that the
world jihad's No.1 spot has been snatched from him by the ex-Saudi
terrorist.
The alarming damage to the ancient sites developed from five years of
unsupervised Islamic construction work aimed at turning the Crusader
"Solomon's Stables" and the adjoining chambers under Al Aqsa - with their
Second Temple relics - into the biggest mosque in the Middle East.
Carried out by the Islamic religious authority (the Waqf) and the Israeli
Islamic Movement under its leader, Sheik Raed Salah, the project was
over-ambitious. It now proves to have been marred by serious engineering
mistakes. No Israeli or international engineers, historians or scholars
were allowed to inspect the work on a site - although it is sacred to three
faiths - as required by Israel municipal regulations and national laws
governing the protection of historical and religious monuments.
Successive Israeli governments, fearing an international Islamic backlash,
allowed the underground excavations and construction to go forward,
unchecked and unsupervised. Every demand by the Israeli authorities and
international archeologists to access the project was met with angry
refusals.
After the project sprang serious faults, instead of calling for help to
rescue those unique shrines, the Palestinians, who would be guardians of
Jerusalem's holy places, turned to their age-old tactic of railroading
Israel.
The opening shots are discernible.
Two weeks ago, Sheikh Salah told his congregation in Umm al Fahm about the
cracks and crumbling patches in the Al Aqsa Mosque wall. But, he added
suggestively, the "neighbors" (sic - the mosque has no neighbors) had heard
mysterious sounds of digging in the small hours.
Monday October 1, Palestinian Authority spokesman Ahmed Abdul Rahman
announced gravely over Radio Palestine that Israel planned to exploit a
small stone that a few days ago fell off the top of the Western Wall of
Temple Mount, the Jewish prayer place, to move in and take control of the
entire Moslem site. He also mentioned the cracks, but declared, without
explaining how, that they were part of the Israeli plot and Israel would be
held accountable.
Al Aqsa, which like the rest of Jerusalem, is located in the
earthquake-prone African Rift Valley region, has been destroyed by
earthquake seven times since it was built by the city's first Moslem
conquerors in the seventh century. The new construction has weakened the
structure, so that a tremor could well compound the damage. The right kind
of propaganda, alleging Jewish culpability, and the repeated call to
"Defend Al Aqsa!", might rally the Islamic world in a flash against
Israel - which Arafat's intifada has so far failed to do.
The Palestinian leader has now begun to hope that a catastrophe on the
Haram might even be built up to outdo the impact of Bin Laden's assaults in
the United States.
The Moslem builders are not yet done. Using forbidden heavy earthmoving
equipment, they are now excavating a northerly channel on the Temple Plaza
heading in the direction of the Dome of the Rock, whose gilt and blue
faience fa�ade dominate the Jerusalem skyline. Breaking into the bedrock in
this area, archeologists warn DEBKAfile, would also harm the gold-topped
Dome, which sits on that rock.
The damage to the Islamic sites comes on top of the destruction of unique
relics and artifacts from Jewish Temple, Byzantine, Crusader and medieval
times, that the Moslem builders smashed and dumped, in defiance of protests
from scholars around the world and warnings from engineers. The
Palestinian Mufti of Jerusalem and Sheikh Salah simply echoed Yasser Arafat
's assertion that the Temple Mount, including the Western Wall, is a Moslem
site and no Jewish Temples ever existed. Ergo - no relics.
To make sure this was true, Salah's builders did what they could to
obliterate every trace of an historic Jewish presence above and below the
ground of Temple Mount.
But they forgot to take this into account: The Islamic structures were
built on the early foundations of that presence and were supported by them.
Therefore, by their acts of vandalism, the new Moslem builders have also
wrought irreparable damage to sites holy to Islam.

Iraq trains Bin Laden's Men in Use of Weapons of Mass Destruction
29 September: Increasing intelligence reports are reaching DEBKAfile that
the 200 Taliban fighters reaching North Iraqi in mid-July were in fact
members of Bin Laden's Al Qaeda. They came in response to an Iraqi offer to
train Al Qaeda terrorist personnel in the use of chemical and biological
warfare weapons. In northern Iraq, the men underwent a secret intensive
course at the hands of Iraqi army experts and instructors in the operation,
by three- or four-men squads, of bombs and explosives containing chemical
and biological material.
To explain the arrivals, the Iraqis fabricated an impending attack on
Kurdistan, concentrating troops north of Mosul, to make the story credible
to skeptical military and intelligence experts.
The Iraqi thrust into Kurdistan never came. After the course, the
terrorists split into three groups. The largest, about 100 men, returned to
Afghanistan by the same route it had come. They spent several days near the
city of Jalalabad in Al-Bahder Camp 1, a facility that Bin Laden's men call
Abu Khabab.
About a week before the suicide attacks in the United States, the group was
moved to Bin Laden's hideouts (see separate item) in the Hindu Kush
Mountains of Little Pamir.
Abu Khabab was completed evacuated and dismantled.
Western intelligence sources told DEBKAfile that the camp was the All-Qaeda
's research and development center for explosive material and chemical and
biological weapons. Midhat Mursi, an Egyptian Islamic Jihad militant and
one of the terror world's top experts in the manufacture and operation of
nuclear, chemical and biological weapons systems, was in charge of the camp
's laboratories and manufacturing facilities.
DEBKAfile's sources believe Mursi left with the last of the fighters to the
hideouts in Little Pamir.
Another group of 40 Bin Laden terrorists trained in Iraq headed for
Mogadishu, thence to Trieste and onto Kosovo aboard Albanian mafia
smuggling craft The third group of about 60 men flew on commercial airlines
via Addis Ababa, Mogadishu, Tiblisi in Georgia, Tashkent in Uzbekistan to
the Bin Laden Central Asian Command in the strategic Ferghana Valley.
DEBKAfile's sources report that US forces operating in Afghanistan, Central
Asia and the Balkans -- particularly in Kosovo and Bosnia -- are working on
the assumption that Bin Laden's men laid in their secret weapons stores in
May or June.
They contain bombs or explosive devices, including mines that can be loaded
with chemical material, nerve gas and biological agents.

Bin Laden Calls His Balkan Brigades to Arms
26 September: DEBKAfile's military sources report that Osama Bin Laden's
deputy, the Egyptian Jihad chief Ayman al-Zawahri, has ordered Al Qaeda and
Jihad activists in Bosnia, Kosovo, Albania and Macedonia - an estimated
6,000 men - to report for duty and prepare to open a second Islamic front
against the United States in the Balkans. According to our sources, that
nucleus group is capable of mustering another 40,000 trained and well-armed
fighting men. Many hold on to the up-to-date weapons handed out to them by
NATO, including the US Army, during the 1998 Kosovo War.
In Bosnia, the Bin Laden-Jihad alliance commands a reservoir of 7,500
fighting men; in Kosovo - 15,000; in Albania - another 15,000 and in
Macedonia - 5,000.
Earlier this week, rumors went round European and NATO intelligence circles
that al-Zawahri was in Tirana to organize the Balkan fighting force. He was
said to be drawing for help on the Jihad's extensive infrastructure in the
Albanian capital, the Albanian criminal underworld and the Albanian
Liberation Army command posts that control large stretches of Kosovo.
NATO Headquarters in Brussels also received reports of some 3,000 Chechen
rebels funded by Bin Laden beginning to cross into Georgia, Uzbekistan and
Kazakhstan. They are in flight from President Vladimir Putin's 72-hour
ultimatum to give themselves up and surrender their arms. They suspect that
Putin received an American carte blanche to crush the Chechen rebellion in
return for his support of the US operation in Afghanistan. The generals in
Brussels fear the Chechens will strike at the US bases going up in
Uzbekistan, Kazakhstan and Tadjikistan.
There is every indication, according to DEBKAfile's military sources, of
preparations by Bin Laden and his network of militant Islamic
fundamentalists to launch two fronts - in the Balkans and in Central Asia -
to attack US and allied forces as they open their offensive in Afghanistan.
NATO maintains 60,000 servicemen in the Balkans, one third American; US
strength in the former Soviet republics of Central Asia now stands at some
15,000.
Washington's hopes of bringing Arab nations into its anti-terror coalition
were further dashed Monday, September 24, when Iran's supreme leader,
Ayatollah Ali Khamenei and Iraqi president Saddam Hussein, both called
Syrian President Bashar Assad with a promise of any political and military
support he might need to frustrate an American strike against the militant
Shiite Hizballah in Lebanon and the radical Palestinian groups based in
Damascus.
Saddam disclosed he had placed his armed forces on supreme battle
preparedness in anticipation of the United States following up on its
operation in Afghanistan with an assault on Iraq in an attempt to topple
his regime.
DEBKAfile's military sources confirm that the Iraqi army was placed on its
highest preparedness at the end of last week. Hundreds of thousands of
Iraqi civilians are reported fleeing Baghdad and Basra and making for
remote villages.
Another sign of the rising tension in Iraq is the airlift Beijing has
instituted to remove the 1000 Chinese technicians and military men
upgrading Iraqi air defense command centers with new optic fibers systems.
These major military movements heavily overshadowed Yasser Arafat's
abruptly aborted trip to Damascus Tuesday and the news that his oft-delayed
and unpopular meeting with Israeli foreign Minister Shimon Peres in Gaza
would finally come off Wednesday morning.
If that meeting does indeed come about, the two are expected to sign a
memorandum affirming a cessation of hostilities, the application of the
ceasefire negotiated by CIA director George Tenet four months ago and of
the first stages of the recommendations made by former Senator George
Mitchell and his team.
According to DEBKAfile's sources in Washington, Arafat had already set out
for his long-awaited meeting with the Syrian president in Damascus, when he
turned round and retraced his steps to Gaza. He changed course after US
secretary of state Colin Powell had harangued him by telephone from before
he embarked from Dahaniyeh airport in Gaza all the way to Amman. Powell
finally slapped down an ultimatum: Go to Damascus and meet Assad, and he
would not only burn all his bridges to Washington once and for all, but he
would be deemed to have lined up with Saddam Hussein once again as he did
in the 1991 Gulf War - only this time there would be no forgiveness from
Washington and he could expect full punishment.
Arafat, when his plane touched down in Amman, ordered his pilot to turn
back.
