Gen. Gustavo Socha Salamanca made the proposal during an ongoing, five-day visit to Washington where he met with State Department officials and members of Congress, the anti-narcotics police said in a statement. The statement did not say how much the bases would cost. Colombia currently has two anti-narcotics bases, both located in the country's drug-producing south. The bases are used to quickly deploy troops and launch planes to spray herbicides on crops of coca -- the raw ingredient in cocaine. Washington is pouring $1 billion into President Andres Pastrana's Plan Colombia anti-drug offensive, with most of the aid used to train Socha's troops and provide them with advanced military hardware at the jungle bases. U.S. officials say Plan Colombia has yet to affect cocaine prices since its launch last year. Colombian and U.S. officials hope the anti-drug effort will also stem the income of Marxist-rebels and far-right paramilitary forces. Both groups admit to taxing drug producers to finance their efforts in Colombia's 37-year guerrilla war. The conflict has claimed 40,000 mainly civilian lives in the past decade.
