1997-98 The DEA reports that Kosovo is the western terminus of The Balkan Route (TBR), the largest opiate supplier to the West. According to the DEA, TBR is protected by a thug militia called the Kosovo Liberation Army (KLA). It is a known fact that each time large shipments of opiates from Pakistan, Afghanistan and Turkey arrive in Kosovo, for distribution in Europe and the US, Macedonians stream across the border into Kosovo, to "cut" and "break down" the opium into hashish, heroin, and other "useful" drugs, before shipping it to the West. Slobodan Milosevic is pressed by his people to rid the country of the Macedonian scourge. He obliges by giving his army carte blanche to "destroy the bastards."

1999: Bill Clinton cuts a deal with NATO to send in US (translated, "UN") troops to oust Milosevic, and replace his regime with the friendlier KLA.

2000: Things finally return to "normal" in Kosovo, and TBR is back in bizniz.

2001: Meanwhile, the Taliban puts the kibosh on the poppy crop. Leading, possibly, to 9/11?
