Details of the US blueprint, which will build on President George W. Bush's backing of the concept of a Palestinian state, are still being debated within the administration. Both Arab states and Israel are trying hard to influence the outcome. In the context of the Middle East negotiations, the word "viable" is generally understood to mean that the Palestinian state would have sufficient geographical, economic and political integrity to stand on its own. The statement, which is likely to be made by Colin Powell, US secretary of state, is not likely to include prescriptions on the final status of Jerusalem and Palestinian refugees. The planned US move would make it easier for Arab allies, all of whom are contending with public disenchantment with US policy, to continue to support the war against terror. Shimon Peres, Israeli foreign minister, and Yassir Arafat, Palestinian leader, met on Friday for the first time in more than a month on the Spanish island resort of Mallorca. Recent weeks have been marked by deepening violence and bitter rhetoric between the two sides, alarming Washington's Arab allies. According to Arab officials and pro-Israeli sources in Washington, the first articulation of a policy by the administration could come next week, at the opening of the United Nations General Assembly. It would prepare the ground for US meetings with Arab members of the coalition against terrorism, all of whom are urging Washington to address more closely the Middle East conflict. Administration officials insisted on Friday no final decision had been taken. "Colin Powell has said that there will come a time when it will be useful to make a more comprehensive statement, but we're looking at when and how best to do it," said an official. Plans to articulate a policy precede the September 11 attacks on the US. They have been partly driven by Arab demands for greater US involvement to end more than a year of Palestinian-Israeli bloodshed. Arab officials said this week they were expecting the US statement to go beyond last month's US backing for a Palestinian state. They are urging Washington to indicate it does not support the vision of Ariel Sharon, the Israeli prime minister, who wants to limit the size of an eventual state. Israel wants the statement to avoid addressing final status issues such as Jerusalem. ----- The latest information from the rally planners: EVENTS PLANNED: 3 RALLIES - WEDNESDAY, NOVEMBER 7. First, U.S. State Department, (11:00 am) White House Ellipse/ Washington Monument, (1:00 pm) Finishing at the U.S. Capital Building, (Afternoon) The AMERICA-ISRAEL UNITED WE MUST STAND RALLY will begin at C Street between 22nd and 23rd. at 11:30 AM. It is requested that all Marchers begin gathering at 11:00 AM. >From the U.S. State Dept. We shall march to the White House Ellipse/ Washington Monument grounds which is a couple of blocks from the U.S. State Department. People can also take a bus from the State Dept. to the Ellipse/Monument grounds. The Main Rally will begin there at 1:00 PM. >From there, Marchers can get back on their buses and go to the U.S. Capitol Building. Those who don't have buses can take the subway, or public transportation bus. Or they can march to the Capitol. LOBBYING: Lobbying will be in the afternoon with individual Congressional Leaders. It is YOUR responsibility to contact your congressional leaders either by phone or e-mail and arrange an appointment with them. This is very important since so many of the offices are closed or have temporarily moved their offices to other locations. They NEED to know you are coming and why. Make your appointments now. Then you will follow Helen Freedman into a meeting with them. SIGNS: Make or have made your own signs. They should be positive toward our Government but anti-Palestinian State. ALL signs will have to be okayed by march officials. If they are not cleared and are found to be objectionable, then you will be asked to surrender the sign. If you do not, then you will be asked to leave the march by the D.C. police department. Remember: America is at war - we are not against America. WE are against a Palestinian State. NOTICE - no metal poles - only PVC pipe is allowed. Please bring American and Israeli flags if you have them. DO NOW: Don't wait until the march to contact Washington.
