[The intel rakefight between the French and the CIA is one of the
lead stories in tonight's Guardian.  According to the French, Osama
bin Badboy needed a good hospital this past summer.  Since his
several construction projects in Afghanistan have apparently not
included a decent hospital, he went to the American hospital in
Dubai.  There he was met by a Saudi intel chief - since fired by
the Saudis - and by two of Langley's finest.  The French report is
pretty specific: a CIA weasel, possibly the local Chief of Station,
was seen on an elevator headed up to Osama's floor.  And bragged
about the meet.  Shortly afterwards, he was recalled to Washington
- for a vigorous caning, I suppose.

Of course, Langley is denying all of this, and the hospital is
denying bin Badboy was a patient.  In a new twist, if we don't go
in and find Osama, Le Figaro is related in the Guardian as saying
bin Badboy's got a life expectancy of perhaps two years or so due
to an advanced hepatitis C infection.  So advanced he's had his
own dialysis unit brought into Afghanistan.  If he dies on his own
terms, of course, the mighty US military machine is going to need
a good dose of Viagra to appear even marginally potent.

The rakefight here in the US is going strong as well.  In a story
I don't know if we'll see Stateside, the Guardian is reporting why,
exactly, we went to high alert earlier this week: two carloads
totaling six middle eastern gents were stopped in the Midwest this
past week.  They had pictures and plans of the Alaska pipeline and
of nuclear plants in Florida.  The gents were carrying Israeli
passports; they were checked with the INS who said "we're fine with
those passport numbers." The INS apparently did not say, and the
donut humpers did not think, to call the FBI and discuss it with
them as well.  So all six of these fellows with the Real Interesting
Travel Plans were told to be on their way!

At around this time, the Canadians passed on a message supposedly
from Al-Quaida's Canadian field office to the HQ in Afghanistan HQ
reporting that something fun was planned for "down south" in the
coming week.

Sounds like our Floridian readers might want to invest in some SPF
9 million sun block.]

CIA agent alleged to have met Bin Laden in July French report claims
terrorist leader stayed in Dubai hospital

Two months before September 11 Osama bin Laden flew to Dubai for
10 days for treatment at the American hospital, where he was visited
by the local CIA agent, according to the French newspaper Le Figaro.

The disclosures are known to come from French intelligence which
is keen to reveal the ambiguous role of the CIA, and to restrain
Washington from extending the war to Iraq and elsewhere.

Bin Laden is reported to have arrived in Dubai on July 4 from Quetta
in Pakistan with his own personal doctor, nurse and four bodyguards,
to be treated in the urology department. While there he was visited
by several members of his family and Saudi personalities, and the
CIA.

The CIA chief was seen in the lift, on his way to see Bin Laden,
and later, it is alleged, boasted to friends about his contact. He
was recalled to Washington soon afterwards.

Intelligence sources say that another CIA agent was also present;
and that Bin Laden was also visited by Prince Turki al Faisal, then
head of Saudi intelligence, who had long had links with the Taliban,
and Bin Laden. Soon afterwards Turki resigned, and more recently
he has publicly attacked him in an open letter: "You are a rotten
seed, like the son of Noah".

The American hospital in Dubai emphatically denied that Bin Laden
was a patient there.

Washington last night also denied the story.

Private planes owned by rich princes in the Gulf fly frequently
between Quetta and the Emirates, often on luxurious "hunting trips"

in territories sympathetic to Bin Laden. Other sources confirm that
these hunting trips have provided opportunities for Saudi contacts
with the Taliban and terrorists, since they first began in 1994.

Bin Laden has often been reported to be in poor health. Some accounts
claim that he is suffering from Hepatitis C, and can expect to live
for only two more years.

According to Le Figaro, last year he ordered a mobile dialysis
machine to be delivered to his base at Kandahar in Afghanistan.

Whether the allegations about the Dubai meeting are confirmed or
not, the wider leaks from the French secret service throw a worrying
light on the rivalries and lack of coordination between intelligence
agencies, both within the US and between western allies.

A familiar complaint of French intelligence is that collaboration
with the Americans has been essentially one-way, with them happy
to receive information while giving little in return.

Nuclear plot suspects freed after mix-up

Six "Middle Eastern" men were stopped in the American Midwest while
carrying pictures and plans of a Florida nuclear plant and the
Trans-Alaska oil pipeline, only to be released after a security
mix-up, it was revealed yesterday.

The incident, which took place in an unnamed state last weekend,
is one of the factors that triggered a string of heightened security
measures at US nuclear power stations, including a ban on flights
below 18,000ft and within 10 miles of a reactor. The mix-up that
led to their release has also opened up rifts between America's
security services.

Another of the factors behind the FBI's general alert was revealed
yesterday as the interception of communications between known
members of al-Qaida. One of them was sent from Canada to Afghanistan,
and passed to the US by Canadian intelligence. According to one
report, the message referred to a big event which was supposed to
happen "down south" this week.

A source close to the investigation into the September 11 attacks
said the men stopped in the Midwest - travelling in two groups of
three in light-coloured cars - were of Middle Eastern appearance
and were carrying Israeli passports.

As well as the pictures and descriptions of the nuclear plant and
the pipeline, retractable knives similar to the so-called box
cutters used by the September 11 hijackers were found in the cars.

"The police did check the passport numbers with the INS (Immigration
and Naturalisation Service), but got an OK on them, so they let
them go," the source said.

It was unclear last night whether the men had Hebrew or Arab names,
and a spokesman for the Israeli embassy said he was unaware of the
incident. The INS also denied any knowledge of the incident.

The attorney general, John Ashcroft, and the FBI director, Robert
Mueller, were said to be "furious" that the INS allowed the men to
go free before the FBI could question them.

Vincent Cannistraro, the former chief of CIA counter-terrorist
operations said the incident exposed the deficiencies of the US
security organisations. "There's a lot of bickering, a lot of turf
battles.  You've got a culture which doesn't share information. I
don't see how you go about breaking that," Mr Cannistraro said.

Tom Ridge, the newly created director of homeland security, has
the task of forcing the competing agencies to cooperate, but so
far he has had difficulties coordinating the administration's
message.
