Article 3 of the Constitution establishes three
jurisdictions. They are: "at law" (common law),
Equity, and Admiralty. The school history books don't
explain this, but one of the main reasons for the
Revolutionary War was because England was ruling
the colonies under Admiralty Courts.

Any person, U.S. citizen or not, who is tried in
a courtroom which displays the Stars and Stripes
Flag with a gold fringe around the border of the
flag, is being tried under military jurisdiction.
This is "Admiralty Jurisdiction" under Article 3
of the Constitution.  This is also why defendents
are not allowed to raise arguments about their
"Constitutional Rights" in these courts.
Whenever you see the flag with the gold fringe you
are seeing their flag and not the flag of the
states in union under the Constitution.
