:: COMMENTS ON POWELL'S SPEECH: On Monday, US Secretary of State Colin
Powell gave a speech at the McConnell Center for Political Leadership at
the University of Louisville in Kentucky. What follows are a few
observations of that speech. The ST. LOUIS POST-DISPATCH in an editorial
stated: "The most significant part of the speech was Powell's use of the
term 'occupation' to describe Israel's presence in territory the Arabs lost
in the Six Day War of 1967. That reference together with President Bush's
recent reference to a Palestinian state reflect an unmistakable tilt in US
policy. This shift seems highly ironic and unfair to Israelis. In order to
win support in its fight against terrorism, the United States is prodding
Israel to make peace with a political movement aided and abetted by
terrorism." The WASHINGTON TIMES stated in an editorial: "Powell's speech
on the administration's 'new' Middle East policy left much to be desired.
... By likening the 'concession' that Palestinians must give up terrorism
to the concession that Israelis must cease their 'occupation', Powell made
defending the security of Israel's borders a crime on the same level as
terrorism. His lack of definitive measures to follow through with this
'new' policy leaves the Palestinians room to continue pointing fingers and
defending policies of terrorism. It leaves the rest of the world with a
lesson in how to perfect ambiguity." [Editor's note: In the 1967 Six-Day
War, Israel gained control of Judea and Samaria from Jordan, not the PLO or
the 'Palestinians'. So how is it that Israel can give land 'back' to
someone who never had it in the first place?]

Powell did announce one step that he expected would be implemented "in the
very, very near future" -- namely, the dispatching of Gen. Anthony Zinni to
Israel to meet with Israel and PA/PLO teams to discuss terms for a
ceasefire. Powell said that Prime Minister Sharon had formed a senior-level
committee to "work with the Palestinians on the negotiation and
implementation of a cease-fire and what follows from that," and that "I
also understand that Chairman Arafat remains ready to do likewise," and
that Gen. Zinni will "remain in the region to work with these two
committees [in order to reach] a cease-fire." Afterward his speech, Powell
was asked to explain what he meant by his statement, "We will push, we will
prod [the two sides]." His response: "You'll see what pushing and prodding
is when Tony Zinni gets on the ground."

Criticism of Powell's speech in Israel centered on the following points:

* Powell strongly criticized Israeli 'settlement' activity, saying it "has
severely undermined Palestinian trust and hope. It preempts and prejudges
the outcome of negotiations and, in doing so, cripples chances for real
peace and security."   He did not, however, call upon the PA/PLO to cease
its own construction in strategic places in the same areas -- also a form
of "preempting the outcome."

* Powell's reference to negotiation over the ultimate fate of Jerusalem
could have only one outcome: Israeli concessions, meaning an end to
Jerusalem's status as the indivisible and eternal capital of the Jewish
People.

* Powell's call for the conclusion of yet another agreement with the PLO
ignores its 37-year track record of systematically violating all its
international commitments.

* The bottom line is that in return for an end to Palestinian terrorism,
they will receive a state. "Would the American people tolerate awarding Bin
Laden with a state in response to him calling off terrorism?" asks Nadia
Matar of Women in Green.

:: TERRORIST LEADER KILLED: An Israeli helicopter fired two missiles at a
van traveling on a road near Shechem on Friday, killing Mahmoud Abu Hanoud,
leader of the Izzadin Kassam military wing of Hamas. Also killed was his
deputy Ayman Hashaykah, and Hashaykah's brother, a lower-ranking Hamas
terrorist. Israel acknowledged it carried out the strike. Abu Hanoud was
involved in, among other atrocities, the Sbarro and Dolphin disco suicide
bombings, in which 36 were killed and over 200 wounded. He was considered
the most wanted fugitive for masterminding the 1997 terrorist attacks in
Jerusalem's Mahaneh Yehuda shouk and Rehov Ben-Yehuda pedestrian mall,
which killed 21 people. He was also behind the 1999 suicide bombings in
Haifa and Tiberias.

Meanwhile, Palestinian terror is becoming increasingly dependent on
Palestinian criminals, recent events indicate, as terrorists employ the
criminals and their skills to try to bypass heightened Israeli security.
Israeli officials say this trend is likely to become an important factor
for Western countries analyzing how they, too, will have to fight the
worldwide wave of terror that is aided by criminals skilled in smuggling,
counterfeiting and penetrating closed areas. The new trend was clear here
in the last ten days when a nationwide manhunt led to the wounding and
capture of a man who was considered "the master car thief" of the
Palestinians, but who turned out to be much more than that. Only a few days
before his capture, Al-Jamoos, known as "al-Nursi," had planted a bomb
inside the bedroom of a senior Israeli naval officer, Col. Nadav Barak, in
the well-to-do town of Ra'anana. A successful Israeli investigation of
cabinet minister Rehav'am Ze'evi's murder revealed that it too was an act
of terror that had been subcontracted to career Palestinian criminals. Two
members of the four-man murder squad were captured. The other two men
escaped to territory controlled by Arafat's Palestinian Authority, which
has never extradited a murderer to Israel. Nevertheless, Israel's get-tough
policy against terrorists has led to more arrests in the last six months,
including the capture this week of two men who murdered two hitchhiking
Israeli soldiers. The murderers of the soldiers had escaped into Egypt
using smugglers' assistance, but they were captured when they tried to
re-enter the Gaza Strip from Egypt. Israel has been fighting a daily battle
along the Egyptian-Gaza frontier under almost impossible logistical
circumstances.

:: THE ALTERNATIVE TO OSLO: "The right-wing has no alternative to Oslo." So
has Shimon Peres said many times in the past, and in general, Israel's left
wing continually challenges the right wing with this statement. There is an
alternative which is summed up very nicely by Kedumim Mayor Daniella Weiss:
"The claim of the left-wing that we have no alternative is wrong. We are
not seeking an alternative, because we have a way, a path:  The Land of
Israel is all ours, and we have to settle it, and we must continue the
process of the Jews' return to their land, as told in the Prophets.... We
don't have to weaken ourselves by talking about an "alternative," just
because they try to trap us with this question. G-d, in His great mercy, is
helping us to see that there is no possibility of giving these murderers
any form of a presence here, whether it be autonomy or something else.
Joshua, when he led the People of Israel into the Land 3,000 years ago, and
our rabbis throughout the generations, have taught us that every non-Jew
who completely accepts the Jewish people as masters of this Land may remain
here ... Whoever doesn't, may not stay here.... Why do we have to search
for alternatives? There is one wholeness, and it is based in the Torah."

Tourism Minister Benny Elon: "The entire Land [of Israel] also includes the
other side of the Jordan, that which is the Promised Land of the Bible and
that which Balfour promised the Jewish People for a national home. Most of
this area, 78% of it, already has a Palestinian state -- Jordan. We must
make it clear that Eretz Yisrael has two sides of the Jordan, and that if
the Arabs want a Palestinian state, it already exists, in the form of
Jordan. Our solution [the voluntary exodus of Arabs out of Judea and
Samaria] will lead to real peace, with a democratic Jewish state between
the Mediterranean and the Jordan.... [W]e are willing to negotiate with
them over some form of autonomy, with its capital in Amman, and connected
culturally and municipally and in other ways to Jordan, but with Israel in
control of the borders, sovereignty, Jordan Valley. This can be done if
they are willing to live with us in peace. But if they are not willing to
do so, then the painful price they will have to pay will be transfer."

:: CORNERSTONE FOR NEW SETTLEMENT; FOUR MORE ON THE WAY: This week, in the
presence of Prime Minister Ariel Sharon and Chairman of the Jewish Agency
Executive Sallai Meridor, a cornerstone ceremony was held laying the
foundation of a new religious-community settlement called Halukim -- the
first to be founded in the Negev for a decade. The settlement, being
founded with Jewish Agency assistance, is 3 km north of Kibbutz Sde Boker,
and is planned for 250 families. The Ministers of Housing and Tourism, the
Chairman of the Jewish National Fund and the Head of the Ramat Hanegev
Regional Council also attended the ceremony. The members of the new
religious-Zionist yishuv have requested permission from Israel's Naming
Committee to rename their town Merhav Am, in memory of the assassinated
Minister Rehavam Ze'evi. Ze'evi's successor, Tourism Minister Benny Elon,
expressed gratification that his own son was among the founding members of
the new Negev community. The Jewish Agency is currently working to
establish four more communities in the Negev, called Zukim, Be'er Milca,
Haruv and a new community settlement near Rahat. The Jewish Agency is also
involved in the expansion of 100 existing communities in regions of the
Negev. In all, during 2001 the Jewish Agency invested more than NIS 20
million [$4.7 million] in Negev communities, most of which was directed to
the establishment of new settlements, business development and tourism
initiatives, constructing public and community buildings and developing
human and management resources.
