Japan, once labeled a safe haven for perpetrators of sex crimes against
children, has changed its laws to make sex with children illegal but changing
people's minds remains an uphill task, rights activists said. "I think there
is a still a great gap between the law and the consciousness of the society
toward such crimes," said Koki Abe, a law professor at Kanagawa University.
"The mentality that these acts are crimes is lacking in Japanese
society."...A traditional view that sees children as the property of adults
contributes to the problem.
"Parents are often the distributors of child pornography in Japan," Abe said.
"There is still the understanding that children are subjects to adults and
that they can do anything with them."

India and Pakistan on the brink of war

INDIA and Pakistan moved closer to a state of war yesterday, as Delhi
recalled its envoy from Islamabad and sealed border crossings and both sides
deployed thousands of reinforcements along their frontier....

Only twice before, in 1965 and again in 1971, has Delhi recalled its envoy.
On each occasion the two countries were at war shortly afterwards....

The Indian Government is upset by what it considers the US's refusal to
accept the evidence of Pakistan's role in continuing to foment terrorism in
India and believes that the US is deliberately turning a blind eye because it
does not want General Musharraf to be destabilised

'Friendly fire' fear as convoy is bombed

TRIBAL leaders accused the United States last night of bombing in error a
convoy heading for Kabul to inaugurate the new interim government, killing
and wounding dozens of Afghan elders.
The claims, coming on the eve of a ceremony designed to usher in a new era of
peace and international co-operation over Afghanistan, would be a huge
embarrassment for Washington if confirmed....Reports on the ground said,
however, that locals had misinformed the Pentagon and that 65 supporters of
Hamid Karzai, the new Afghan leader, had been killed.

Powell rejects call for war on Iraq

COLIN POWELL, the US Secretary of State, and the country's leading Democrat,
Tom Daschle, have attempted to quash growing calls for an early attack on
Iraq.
After hawks in the Bush Administration were given a boost by new claims from
an Iraqi defector about the acceleration of President Saddam Hussein's work
on chemical, biological and nuclear weapons, General Powell responded
quickly, insisting that success in Afghanistan should not be a precursor to a
full scale military effort to topple Saddam.
