Jorge Casta�eda, Secretary of Foreign Affairs, shocked members of Mexico's Senate Foreign Relations Committee when he admitted that the Mexican army joined the US army in joint military actions in Colombia. The actions took place without the approval or knowledge of the Senate committee. Casta�eda characterized the participation as "observation." He recommended that the Senators talk with the Secretary of Defense for more information. Earlier in the week, the Mexican military announced official membership in the Conference of American Armies (CEA). Formed in 1960 by the United States, the CEA provides a forum for "analysis and debate on different areas that affect the security and defense of the member states, and the security and defense of the continent. This forum serves as a place to exchange information and experiences," according to General Salvador Cienfuegos Zepeda, assistant director for Military Doctrine. For most of the past 40 years Mexico has been an observer at CEA meetings, but not an official member. Military officials went out of their way to explain that this did not imply integration with the US military and would not compromise the sovereignty of the armed forces.
