Government defends Rafah demolitions

JERUSALEM (January 14) - Defense Minister Binyamin Ben-Eliezer
backed the IDF at yesterday's cabinet meeting, saying only 21
empty
structures were demolished in Rafah.
Palestinian Authority officials have put the number at 58 and
claimed some 500 people were made homeless as a result of the
retaliatory operation.
Ben-Eliezer said the operation was in response to daily shooting on
IDF positions in the area and part of the effort to stop arms
smuggling from Egypt to the Gaza Strip via an intricate tunnel
system.
The demolished homes, he said, sat atop entrances to the tunnels.
"The smuggled weapons provide fuel for the terrorist fire," he
said. He said the order to demolish the homes came from himself and
Prime Minister Ariel Sharon.
Ben-Eliezer said clear orders were given to the IDF to demolish
only uninhabited structures.
"The point is that in many instances the terrorists use the
Palestinian population, including women and children, as cover for
terror acts, as is the case in Rafah," he said.
Sharon's spokesman, Ra'anan Gissin, said it is no wonder the
Palestinians expend so much ammunition in this area, since the
shooting incidents are often a cover for smuggling going on in the
tunnels. When IDF positions are fired upon, the soldiers' reaction
is to return fire, and at that time they are not paying attention
to the tunnels.
Internal Security Minister Uzi Landau said it is the IDF's
obligation to take action against targets from which fire is
directed at Israelis and to close tunnels being used to smuggle
arms.
Ben-Eliezer said he is willing to send mobile homes to the area if
it is proven any of the homes were populated.
He said the army will continue to distinguish between those who
perpetrate acts of terror and the Palestinian civilian population.
The army invited local and foreign press to visit the Termit
position overlooking Rafah, which daily comes under Palestinian
attack.
"We carefully plan all operations on the ground, as we did this
[Rafah] operation," said OC Gaza Brig.-Gen. Yisrael Ziv. "The area
is entirely deserted and consists of a number of empty buildings.
It was necessary to demolish those uninhabited buildings, because
in the past months they have been used to perpetrate shooting and
grenade attacks against our soldiers."
He said demolishing buildings is a last resort.
"Palestinian propaganda is a well oiled machine and knows how to
wage explanation campaigns," he said. "The same night the operation
took place, Palestinians threw 15 grenades at soldiers and fired
shots at them. There were no families, no one was in the area, and
our forces did not come into contact with any locals."
