Birmingham, Senate President Thomas Finneran, Speaker of the House Gentlemen: On December 20, 2001, William Francis Galvin, Secretary of the Commonwealth, formally certified our Ballot Initiative to End the Income Tax in Massachusetts. Secretary Galvin acknowledged the receipt of 75,629 certified voter signatures. The law requires only 57,100. On January 2, the Secretary of State transmitted our Ballot Initiative to End the Income Tax to the Massachusetts Legislature House Clerk. The Massachusetts Constitution allows the State Legislature until May 1, 2002 to vote on our Ballot Initiative. Would you be willing to arrange for me to address a Joint Session of the Massachusetts Legislature -- before you vote on our Ballot Initiative to End the Income Tax? The Massachusetts State Legislature needs to make an informed choice on our Ballot Initiative to End the Income Tax. Who has more or better information on our Ballot Initiative than I do? Who's better able to make the case for Ending the Income Tax than I am? Who knows the facts and figures behind our Initiative better than I do? An informed choice, a fair vote requires that I be heard by the Legislature. Why should you invite an un-elected, private citizen to address the State Legislature? I represent the 75,629 voters who signed our Ballot Initiative.
