Meanwhile, The Council of Jewish Communities in Judea, Samaria and Gaza
(Yesha Council) released a series of figures recently showing that the
government's monetary participation in local budgets is lower for Yesha
than for other areas in Israel. For instance, while the government shells
out 3,250 shekels per person per year in the Negev municipality of Sderot,
and 3,370 in Beit She'an, a similar citizen in Ma'aleh Adumim is funded to
the tune of only 2,070 shekels. For local town councils, the picture is the
same: Citizens in Mitzpeh Ramon receive 4,180 shekels and in Metullah -
6,120, while in Efrat they are allocated only 3,250, and in Har Adar -
2,680. The numbers for regional councils (those that encompass a number of
small communities) show that the government provides 6,580 shekels per
citizen in Sha'ar HaNegev and 6,880 in Ma'aleh Yosef, while in the Yesha
areas of Gush Etzion, Shomron and Binyamin, the numbers are 5,040, 4,670,
and 4,380, respectively.

:: ZINNI LEAVES ON UPBEAT NOTE: US special envoy Anthony Zinni left the
Middle East early Monday after saying there were "real opportunities for
progress". Zinni, due to return on January 18, ended his four-day visit
with closed with a joint security meeting aimed at strengthening a fragile
ceasefire, saying he saw "real opportunities for progress." Zinni obtained
agreement from both Israel and the Palestinians on Sunday to view the
"Dahaniyeh Outline," which was agreed-upon by FM Peres and Arafat on
September 26 but was not implemented, as a basis for truce discussion. The
latest cease-fire plan was worked out during a meeting held more than three
months ago between Peres and Arafat at Gaza's air terminal in Dahaniyeh in
southern Gaza. Under the Dahaniyeh plan, the PA/PLO is to take concrete
steps against terror, and Israel is to lift closures in quiet areas of the
territories, and ease other restrictions on the Palestinians. See the plan

:: SETTING UP THE ISLAMIC FUND FOR PALESTINIANS: An Iranian official
Wednesday called for the establishment of a fund to raise the financial aid
of the Islamic world for Palestinians to support them in the Intifada
against Israel. Ali AKbar Mohtashamipour, the head of the Iranian committee
for the support of the Intifada, further urged all Islamic countries to
sever their ties with Israel. "If every Muslim family puts aside 10 cents
every day to aid the innocent Palestinian people, the total figure will add
up to billions of dollars in a year," he said at a conference of the
Islamic thinkers on the liberation of Al-Qods, held in this Lebanese capital."

:: US: SYRIA NO LONGER SPONSORS TERRORISM: The United States has quietly
deemed that Libya and Syria have largely ended their direct sponsorship of
terrorist groups. US officials said the State Department has determined
that the two countries no longer sponsor any terrorist attacks. Syria, the
officials said, still harbors terrorist groups. But the regime of President
Bashar Assad no longer trains or finances insurgents. US officials said
Syria reduced terrorist sponsorship in 1999. They said Damascus ended
direct support of the Kurdish Workers Party, whose leader Abdullah Ocalan
was harbored by Syria. Ocalan was expelled from Syria and captured by Turkey.

Meanwhile, the CIA presented an annual report to the US Senate in which the
American intelligence agency said it "remains concerned about Syria's
intentions regarding nuclear weapons." The report, published as a
declassified summary, says that "Syria maintains a ballistic missile and
rocket force of hundreds of FROG rockets, Scuds, and SS-21 SRBMs. With
considerable foreign assistance, Syria progressed to Scud production using
primarily locally manufactured parts. Syrian regional concerns may lead
Damascus to seek a longer range ballistic missile capability such as North
Korea's No Dong medium range ballistic missile."

:: EGYPT DEEMS MILITARY TOP PRIORITY: Egypt has deemed defense as the
leading priority of the government. Officials said the needs of the
military and security forces precede that of the economy despite the fiscal
crisis in Egypt. The agenda was announced by Egyptian Prime Minister Atef
Obeid, who spoke to parliament on Tuesday. Obeid, appointed by President
Hosni Mubarak in late 1999, said modernization of the military is the chief
priority. The prime minister said Egypt's military would support allies,
"defeat the evil of the enemy and secure the nation and protect its wealth
and its soil." He did not elaborate.

Meanwhile, the US Department of Defense said that Boeing had won a $241.9
million contract from the Egyptian Government, to provide 35 Egyptian Air
Force AH-64D Apache helicopters with fire control radar/radio frequency
interferometers. Completion is slated for 31 August 2006. In another story,
General Dynamics Ordnance and Tactical Systems, St. Petersburg, Fla., is
being awarded a $13,400,000 modification to a firm-fixed-price contract
(DAAE30-99-C-1049) for the delivery of 5,000 additional KEWA-1 cartridges
for the government of Egypt, 60 KEW-A1 cartridges for production acceptance
testing, delivery of 27 KEWA-1 armor cartridges and KEWA-2 armor
cartridges, 18 KEW-A2 strength of design cartridges and 301 KEWA-2
qualification test cartridges. Work will be completed by Jan. 31, 2003. The
120mm smoothbore KEW-A1 is a new version of the armor-piercing "silver
bullet" made out of depleted uranium and said to be able to defeat any
armor system on earth.

:: ANTI-SEMITISM ON THE RISE: A group of young assailants threw gasoline
bombs and stones at a synagogue in suburban Paris last weekend, police
said. The attack took place late Saturday in the northern suburb of
Goussainville, and the synagogue sustained minor damage, police said. The
incident comes a week after attackers tossed gasoline bombs at a Jewish
school in the southeastern Paris suburb of Creteil, setting a classroom on
fire. There were 312 incidents in France last year.

THE BULAWAYO CHRONICLE, which supports the government of Zimbabwe President
Robert Mugabe, last week published a 3,000-word article alleging Jewish
responsibility for the ongoing economic problems facing Zimbabwe. This is
the second time in three months that Jews have been singled out for attack
there. There are about 800 Jews remaining in Zimbabwe — 500 in the capital,
Harare, and 300 in Bulawayo. Two decades ago, the country had a population
of 6,000 Jews.

Since September 11, the Arab media have claimed that Jews perpetrated the
terrorist attacks on New York City and Washington, D.C. Promoting this new
lie are high-ranking public officials and columnists in the government and
non-government press in Arab countries.

Michael Smith was arrested last Friday in Nashville, TN when police were
notified that he was sitting in his car with a rifle pointed at the Sherith
Israel Congregation synagogue. Additional weapons were found in his car.
Police also uncovered stockpiles of weapons including grenades and bomb
making materials at Smith's house. White supremacist literature was
discovered as well.

In a push to attract Jews from France, South Africa and crisis-hit
Argentina, Israel has injected a monetary boost into immigration efforts as
its own economy drags, Jewish Agency chairman Sallai Meridor said
Wednesday. In the past year, 1,300 Jews have immigrated from Argentina,
which has declared the biggest default in history on its 132-billion-dollar
foreign debt, he said. Meanwhile, Meridor said: "The situation in South
Africa is not easy either. The economic crisis there is serious. The
security situation is catastrophic, and there is a large degree of
anti-Israel sentiment with a rise in Islamic fundamentalism." Meridor said
Israel also invested 12 million US dollars for French Jews, 6.5 million of
which was to promote immigration, after a series of anti-Semitic incidents
in the country with the third highest Jewish population after the United
States and Israel.
