FBI CONFIRMS TRAVEL DOCUMENTS �MISSING�

Travel records of two former senior FBI agents for the period just
before the Oklahoma City bombing are missing, an FBI spokesman says.

FBI representative Barbara Miller in Washington, D.C., confirms that
part of the 1995 travel records for FBI agents Danny Coulson and
Larry Potts, records that Justice Department lawyers ordered to be
turned over to this newspaper, are missing now.

Both men have since retired from the FBI after criminal probes failed
to produce enough evidence to prosecute them for their handling of
the bloody standoff at Ruby Ridge, Idaho.

That case eventually resulted in the government paying white
separatist Randy Weaver�s family over $3 million.

Before leaving the bureau, former Director Louis Freeh called on the
pair to help lead the investigation of the 1995 bombing in Oklahoma
City.

The controversy over the men�s pre-bombing travel records began after
lawyers at the Department of Justice ordered the FBI to turn over the
records to this paper, months ago.

This week, FBI spokesman Miller said most of the documents may have
been misfiled and destroyed. �After this many years, the National
Archives regularly disposes of these kind of records.�

The records sought were part of a year-long effort by this paper to
obtain documents from the FBI and other government agencies that
might provide clues to a wide-ranging anti-terrorist operation by the
government.

The government was involved in an operation aimed at heading off
violence by neo-Nazis and a violent fringe of the Christian Identity
movements at the very time terrorists were planning to bomb the
federal building in Oklahoma.

As far back as February 1997, this paper reported that the Bureau of
Alcohol, Tobacco and Firearms planted an undercover operative inside
the eastern Oklahoma Christian Identity enclave called Elohim City.
The goal: To covertly obtain information about possible illegal
weapons and explosives activities there.

Carol Howe was that undercover source and said later she provided
specific information to the Tulsa ATF office about plans at Elohim
City to bomb three federal buildings in Oklahoma.

She told her ATF �handler� the plans would come into play around the
second anniversary of Waco � April 19, 1995.

Howe testified at the trial of Terry Nichols that she saw Timothy
McVeigh at Elohim City while she worked undercover there.

This paper has now learned that in August 1994, the same month Howe
was signed to an undercover contract by the ATF, then-Attorney
General Janet Reno also signed orders establishing an FBI task force
to launch a widespread investigation into the so-called religious
right in America and possible ties to violent acts.

That operation was called VAAPCON, and it focused on individuals and
groups the FBI suspected were threats to abortion clinics and
abortion providers.

Reno cited authority just received by Congress that provided
additional muscle for federal prosecutors dealing with bombings of
abortion clinics or any bombing or threats of violence against any
building used in commerce.

The task force the FBI set-up to conduct the investigation used case
number �MC-111.�

As reported here Thursday, agent Danny Coulson, part of a team of
counter- terrorism investigators, referred to �MC-111� as his initial
reason for going to Oklahoma City.

That reference appeared in a report Coulson filed with the FBI on May
16, 1995, that this newspaper obtained in response to a Freedom of
Information Act request.

In that report, Coulson noted his investigation in Oklahoma City on
April 19 should be referenced to MC-111.

In an e-mail sent this morning, Coulson acknowledged that travel
vouchers and claims of agents are assigned to cases. He did not give
any details as to MC-111 and his role in that investigation.

Whether VAAPCON and MC-111 grew into the OKBOMB investigation is
obviously made more difficult to determine as a result of the travel
orders of Coulson and Potts for the six-week period leading up to
April 19, 1995, having disappeared.

Other records obtained from the FBI in a Freedom of Information
Request (FOIA) establish that Coulson and Potts filed six sets of
travel vouchers in the days and weeks before the bombing. Four of
those missing vouchers are former Deputy Assistant Director
Coulson�s, and two were the FBI�s former No. 2 man, Assistant
Director Larry Potts.

On Thursday, the Gazette reported that a hotel receipt from the
Embassy Suites in Oklahoma City showed that Coulson, who was then the
director of the FBI�s Counter-Terrorism Task Force, had arrived hours
ahead of the April 19, 1995, bombing � checking in at 12:20 a.m.

Clearly upset by any hint of evidence the FBI had any of
foreknowledge of a pending attack in the city, Bob Ricks, the former
head of the Oklahoma City FBI office, called into question the
evidence during a radio news program after the story broke.

Ricks told radio station KTOK that he was positive Coulson was not in
Oklahoma until AFTER the bombing. The current head of the Department
of Public Safety said the only explanation for the hotel receipt
clearly showing otherwise would be a �computer glitch.�

Indeed, the manager of the Embassy Suites told reporters following
the story that, in spite of the fact the receipt turned in by Coulson
for reimbursement clearly showed he checked in several hours before
the bombing, their computer program has a quirk that backdates some
check-in times. �We realize this can be confusing,� the manager said.

As for Coulson, in an e-mail to this reporter Thursday night, the
founding commander of the HRT said he found the Gazette story �very
interesting, but not true.�

�I was in Dallas/Fort Worth all the week before the 19th. I have
witnesses who can verify,� Coulson said.
