-Caveat Lector- It is highly unusual to have a Justice of the Peace definitively rule a death is a suicide upon the body's first being discovered; indeed it is unusual even for a medical examiner to definitively rule a death is a suicide even upon examination of the body...the ruling is usually 'probable suicide', and it is up to detectives to continue searching for evidence which will determine the final opinion as to cause of death. In other words, is there additional evidence to warrant a conclusion of suicide, or are there other factors to warrant an opinion of possible homocide or manslaughter?
It is usual procedure to treat a possible suicide as a homocide, until overwhelming evidence shifts the weight of evidence to that of suicide; in other words, it seems very suspicious that a Justice of the Peace would announce that a death is definitely a suicide, even before the medical examiner has examined the body. It is also suspicious that the medicial examiner would also rule a death as definitely a suicide, even after examining a body; even if the deceased has signs of powder burns on his hand(s), the proper ruling by an ME would usually be 'probable suicide', listing the evidence obtained during the examination that led to that conclusion. At that point the detectives would then direct their investigation and inquiries to determine whether 'probable suicide' should be ruled as actual suicide, or whether there is other evidence that would suggest that this is a homocide or manslaughter staged to look like a suicide. In other words, the ME's examination should be used aa a guide into further investigation; instead it seems that in this case it is being orchestrated to present a definitive conclusion even before an investigation is done (IF such an investigation is even attempted).
