The PA came under more pressure on Sunday when explosives carried by a Palestinian blew up on a busy street in West Jerusalem, killing the bomber and an elderly man and wounding 111, two of them seriously. Police said the attacker was apparently a woman but it was unclear whether she was a suicide bomber. The PA condemned the bombing but Israel blamed Mr Arafat and vowed to retaliate. Jordan, Egypt and Saudi Arabia stepped up consultations at the weekend to send a common message to the US. Saudi Crown Prince Abdullah on Sunday held talks in Riyadh with King Abdullah of Jordan, who will discuss the crisis with President George W. Bush in Washington this week. "The US's three main Arab allies are speaking with one voice and saying to the US that it's extremely dangerous to think of suspension of ties with the PA or alternatives to Yassir Arafat," said a senior Arab official. Mr Bush's foreign policy advisers met on Friday to consider responses to the seizure of a shipment of arms heading from Iran to the PA earlier this month. Administration officials said the peace mission of Anthony Zinni, the US Middle East envoy, would remain suspended although he had no immediate plans to return. A broader range of policy responses, including breaking ties with the PA, is still under review. Mr Bush on Friday said he was "very disappointed with Mr Arafat" and accused him of "enhancing terror". Crown Prince Abdullah called on the US to look after its own interests. Saudi officials said the kingdom was attempting to explain to the US the consequences of its actions. "If not Arafat, then who?" said one. "He's the only one to deal with, otherwise you'll have confusion or Hamas [the radical Islamist movement]." On Sunday, the PA issued arrest warrants for three security officers named by Israel as suspects in the arms smuggling attempt, the Wafa news agency said. One officer has been detained in the West Bank and the other two are abroad. A grassroots group of 52 Israeli army reserve officers has stirred controversy in Israel by publicly pledging they will refuse to report for duty in the occupied West Bank and Gaza Strip. The group strongly criticised Israeli policy in a statement placed in Israeli newspapers at the weekend. The advertisements were accompanied by large feature articles in the popular press. It was the first significant sign of dissent from within military ranks during the 16-month intifada. "We will not continue to fight a war for the peace of the settlements," said the advertisements.
