While Quebec was castings its secessionist vote in 1995 (narrowly missing
the mark by 1%) the most powerful warships of the US Navy were at
Vancouver and Halifax. Just coincidence, some would say. But I don't draw
the conclusion that the balkanization of Canada would necessarily be a bad
thing or that it would entail being absorbed into the US. Indeed, I expect
the opposite. "The Canadas" (plural) are part of Canadian history and we
are accustomed to looser "federal" control than the US. We could go back
to having Upper Canada (Ontario), Lower Canada (Quebec) and that Canada
where they talk funny (Newfoundland) which only entered the Confederation
post-war. But wait...while Quebec almost voted to go secede in 1995, the
Northern Cree with 1/3 of Northern Quebec mapped out as theirs, voted 95%
to pull out of Quebec if Quebec pulled out of Canada. So the balkanization
could get pretty heady and might give the Americans some strange new ideas
about "liberty and justice". For example, in the 60's the Black Muslims
had a serious and detailed proposal calling for a UN supervised plebiscite
to create a Sovereign Muslim Nation out of the US. I can't remember if it
was to be racially segregated (all Black) or simply Muslim by
Constitution. Balkanizing Canada could give the 7,000,000 US Muslims ideas
about being a free people. Operation "Enduring Freedom" eh?
