Dear Colleagues,
Mexican academic Raquel Guti�rrez Aguilar -- former political prisoner in
Bolivia from 1992 to 1997 -- has penned an important column for the Mexico
city daily La Jornada, analyzing the war on drugs and the social unrest it
provokes from Bolivia to Argentina to Mexico, in which she concludes:
"The entire continent, in spite of the governmental strategy, seems ready to
rise up."
