if Bush and Cheney go, Colin Powell takes command and that prospect is scary.     That would be a scary scenario but it can't happen. The line of succession was changed years ago. Third in line is Speaker of the House and that only if Bush and Chaney resigned or died at the same time.   If Bush resigns, Cheney becomes president and appoints another Vice President (who has to be confirmed by congress). We already have one precedent when Spiro Agnew resigned and Nixon appointed Nelson Rockefeller as veep.
